Background / General description:
Innovation and partnership bond the five institutions of the World Bank
Group (WBG): the International Bank for Reconstruction and Development
(IBRD) and the International Development Association (IDA), which
together form the World Bank; the International Finance Corporation
(IFC); the Multilateral Investment Guarantee Agency (MIGA); and the
International Centre for Settlement of Investment Disputes (ICSID). The

The Information Management and Technology (IMT) is the Information
Technology division within the World Bank. It provides core IT
infrastructure and business application services to the World Bank,
including the Washington DC headquarters and the Country Offices. The WB
IT strategy is designed to align IT initiatives with the Bank's
business strategy and with the overarching objective of ensuring that
end-users have uniform and ease of access to information and systems
from either HQ or Country Offices. The management of most of the
end-user IT services, business solutions and the underlying technology
infrastructure is centralized with IMT.
IMTAC Unit Context
The Enterprise Architecture and Enterprise Application and Platform
Services unit is responsible for providing leadership in the definition,
standardization and governance of the World Bank's Enterprise
Architecture to ensure a smooth execution of the WBG IMT Strategy. To
this end, IMTAC has two main functions. Enterprise Architecture
Governance and Strategy convenes various governance committees and
strategy practice groups to ensure standards and future-states are
defined and followed. Enterprise Architecture Practice actively
participates in the software development life cycle of IT projects to
ensure the architecture principles are followed and the Bank' enterprise
architecture is kept up to date. The practice focuses in Business,
Information, User Experience, Solutions, Technology and Infrastructure
architecture. The Second function, Enterprise Applications and Platform
Service provides the IT capabilities for the lines of business to
implement business enabling solutions. This function implements, with
the help of Enterprise Architecture Practice, cross Enterprise platforms
and applications which are leverage by more than one LoB.
The incumbent will report directly to the Chief Enterprise Architect (CEA).
Note: If the selected candidate is a current Bank Group staff member
with a Regular or Open-Ended appointment, s/he will retain his/her
Regular or Open-Ended appointment. All others will be offered a 4 year
term appointment.
Duties and Accountabilities:
The Lead Architect typically works on multiple enterprise-wide projects
as a project leader; Works on highly complex projects that require
in-depth knowledge across multiple architectural domains and business
segments. Provides an enterprise-wide perspective; They are responsible
for leading multiple project teams, including the design and modeling of
the architecture future-state and related roadmaps, quality review and
development of policies, standards, guidelines and procedures.
Responsibilities include, but may not be limited to, the following:
Business Alignment: Works with key stakeholders of the Lines of
Business, both leadership and SMEs to lead the identification of
business capabilities necessary in order to reach business goals. Based
upon an understanding of capabilities builds a holistic view of the
organization's strategy, future state and road maps. Uses this knowledge
to ensure that business and IT investments are in alignment. Identifies
opportunities for reuse. Leads the development of enterprise
architectural models or views that show how the current and future needs
of the organization will be met in an efficient, sustainable, agile,
and adaptable manner.
Architectural Requirements: Reviews and/or analyzes and develops
architectural requirements to include how information assets will flow
among groups inside and outside the enterprise; business processes, work
flow, roles/functions; technical infrastructure and systems; and the
application portfolio. Aligns architectural strategy with business
goals.
Architectural Roadmap: Analyses and develops an enterprise roadmap and
implementation plan based upon a comparison of current to future state
in a cohesive enterprise architecture viewpoint, definition of
principles, a gap analysis. guidelines, and prioritization of
architecture demands.
Architectural Standards: Develops and communicates enterprise-wide
policies, standards, guidelines and procedures pertaining to such areas
as the use, access and security of information, software products and
configuration, and software/technical decisions and governance.
Process Management: Authorizes continued development based upon results
of inspections, quality reviews, certification, audit, business process
management, software quality assurance, ITIL and process integration to
optimize processes in need of consistency and improvement.
Emerging Technologies: Researches and evaluates technology industry and
market trends assist in project development and/or operational support
activities. Considers potential application and impact to enterprise
architectures. Recommends and facilitates product/solution selection or
process improvement... Assesses and provides recommendations to
leadership on business relevance, appropriate timing and deployment.
Develops the business case for approval.
Consulting: Provides strategic consultation to clients and IT senior
management in defining and understanding the business environment and
processes, recommending IT solutions of enterprise-wide systems or
processes. Advises on options, risk, cost vs. benefits, and impacts on
other processes and system priorities for buy vs. build decisions.
Consults with project leaders to maintain knowledge of their progress
and in regard to alignment of the enterprise architecture with project
goals and requirements.
Advocacy: Promotes the architecture process, its outcome and ongoing results.
White Papers: Develops and presents "white papers" on current and future architecture trends and their impact on the enterprise.
Coaching and Mentoring: Recommends individual training programs
targeting specific areas of improvement and/or departmental training
programs for overall staff development.
Establish and operationalize new EA governance bodies, e.g.,the
Architure Review Board and Cloud Computing Program Office. Convene key
stakeholders to eliminate silos and provide a framework, access to data
and tradeoffs to make proactive choices that expedite operational
processes and portfolio decisions.
Selection Criteria:
Education/Experience:
Master's degree with 12 years experience, or equivalent combination of
education and experience. Sample degrees include: Computer Science,
Library Science, Information Management or Information Systems.
Minimum requirement is a Bachelors degree with at least 15 years of Relevant Experience: 15

approves the overall definition for the organization's architecture
standards.
Knowledge of Emerging Technology - Reviews, sponsors and approves
recommendations for applying new or emerging technology throughout the
enterprise.
Business Process Knowledge - Analyzes enterprise processes for major enhancements to customer satisfaction and cost reduction.
Strategic Technology Planning - Recommends long-term best-in-class architecture/technology that will provide enhanced support across the enterprise.
Client Orientation - Translates insight into practice across disciplines, hierarchies, geographies and organizational units in service of clients.
Drive for Results - Ensures successful implementation and delivery
of key programs and projects, ensuring that outputs positively impact
results.
Teamwork (Collaboration) and Inclusion - Creates a team climate of
practical and innovative action, facilitating collaboration between
competing interests and stakeholders.
Knowledge, Learning and Communication - Demonstrates command of all
forms of communication and presents in a clear, objective and engaging
manner in high-level settings; ensures knowledge is captured and shared
in a variety of ways.
Business Judgment and Analytical Decision Making - Serves as a
trusted advisor to others on their decisions, ensuring alignment across
units and optimal impact on the organization as a whole.
Strategic Information Management Planning - Recommends long-term best in
class IM methods, technology, practice, and policy that will provide
enhanced support across the enterprise.
Strategic Relationship - Participates in enterprise strategic
planning as business and technology advisor in order to decide upon
major capital investment and long-term budgetary expenditures.
System Development Life Cycle Knowledge (SDLC) - Manages the SDLC for existing projects.
Negotiation - Clarifies strategic expectations and principles of the enterprise.
Initiative - Integrates future and conflicting scenarios and opportunities.
Analytical Thinking - Establishes strategic goals and enterprise-wide priorities.
Future Needs - Keeps informed of trends and developments in
information management systems, software, issues and practices within
the Bank and in comparable knowledge-based businesses.
