Organizational Setting and Reporting

The Economic Commission for Latin America and the Caribbean (ECLAC) is one of the five regional commissions of the United Nations. Responsibilities


  •     Under the general supervision and guidance of the Chief of the Infrastructure Services Unit, Natural Resources and Infrastructure Division, the incumbent will have the following responsibilities:
  •     Economic or sector analysis:
  •     Monitors economic developments in logistics, regulation and infrastructure of Latin America and Caribbean countries.
  •     Designs and conducts studies on the economy and regulation of transport, infrastructure and facilities and services of the region.
  •     Identifies problems and possible solutions, and develops policy recommendations in the regulatory framework and infrastructure investments in the countries of the region.
  •     Formulates proposals for development strategies, and public policies related to logistic and infrastructure for presentation to intergovernmental and national bodies.

Supervises consultant.

    Prepares research reports summaries and position papers.
    Intergovernmental support:
    Provides substantive support on logistics, infrastructure and regulation issues to intergovernmental bodies.
    Represents organizational unit at international, regional and national meetings.

Technical cooperation:

    Designs and monitors technical cooperation projects.
    Undertakes missions to member states, either alone or as a participant in a diverse team, as part of the Organization's technical cooperation activities.
    Prepares global, regional, national or sector analyses that provide a basis for advising national governments on transport and infrastructure issues..
    Organizes, coordinates and participates in international and national expert group meetings and seminars.

General:
    Supports junior staff, reviewing their work and providing feedback.
    Prepares and makes presentation at conferences, lectures and classes.
    Performs other related duties as required, including a variety of administrative tasks necessary for the final delivery of the work unit's service.

Education

    Advanced university degree (Master's Degree or equivalent) in economics or related field; or engineering with specialization in economics and/or in infrastructure facilities is required.
    A first-level university degree in addition to relevant experience may be accepted in lieu of the advanced university degree.
    PhD in a related area is highly desirable.

Work Experience

    A minimum of seven years of progressively responsible experience in economic research and analysis, policy formulation, application of economic principles in transport and/or infrastructure and/or regulation programmes as evidenced by a record of publications are required.
    Experience in providing technical assistance is required.
    Experience in working on economy of natural resources (related to scope of the division) will be considered as an advantage.

Languages

    English and French are the working languages of the United Nations Secretariat.
    For this post, advanced knowledge of oral and written English and advanced knowledge of Spanish is required, as verified through relevant exams, if necessary.

Assessment Method
Candidates found to be suitable will be invited to a competency-based interview and a written technical test or power point presentation.
