PSI anticipates being awarded a multi-year implementation
science and operations research project with the overall goal to improve access
to and quality of family planning and reproductive health (FP/RH) service
delivery through implementation science and operations research. PSI is seeking
a Monitoring and Evaluation Advisor to contribute to the generation of high
quality FP/RH programmatic data that will improve the design and implementation
of FP and RH services and their appropriate integration into maternal and child
health and HIV/AIDS programs and to strengthen health systems. Specifically,
the program will:
• Conduct implementation research to address key issues in
FP/RH service delivery; • Promote broad-scale utilization of program research
results; • Build the capacity of developing country organizations to conduct
and utilize program research; • Identify the need for improved or new
contraceptive methods and delivery systems in developing countries, and
coordinate with USAID cooperating agencies focused on contraceptive technology
to ensure that future investments in contraceptive research and development are
guided by a blend of data, resources and field realities.
The Monitoring and Evaluation Advisor reports to the Deputy
Project Director and is based in Washington,
DC

RESPONSIBILITIES:
Develop and monitor Project performance monitoring plan
(PMP)
Support the generation, and use, of high quality evidence
from program activities, integration of M&E into PSI’s larger management
information systems (MIS), and developing protocols for data quality assurance,
data analysis, and using data for decision making.
Analyze and interpret data in order to inform the scale-up
of evidence based practices for FP/RH programs
Collaborate with international, regional and
national-level institutions, working groups, and experts on M&E in FP/RH?
Or more broadly? to ensure that PSI and partners are using appropriate
methodologies and tools.
Capacity building to PSI research/M&E teams on using
tools and improving their performance monitoring systems?
Contribute to the performance monitoring evidence base in
FP/RH programs by authoring articles and publishing in peer-reviewed journals;
providing support to country-level teams for publications; presenting at
conferences and meetings; and documenting lessons learned for internal and
external stakeholders;
Collaborate closely with other global health projects and
the broader FP/RH community to share best practices and lessons learned key
research findings to expand access to quality FP/RH services . Provide
regular updates, including written reports, on key M&E findings and project
indicators, as required
QUALIFICATIONS:
An advanced degree in public health, behavioral sciences,
epidemiology, population studies, or a related field.
Minimum of 5 years of practical experience (post degree)
in the monitoring and evaluation of complex global projects in the field of
FP/RH
Required experience working under USAID cooperative
agreements and reporting requirements
Demonstrated experience in the development, analysis and
use of routine M&E systems to improve program performance and to support
scale up
Extensive knowledge of a statistical analysis program
(SPSS, STATA etc)
Experience in developing research and M&E data
collection tools and methodologies, data quality procedures, and capacity
building materials.
Demonstrated ability to work independently; highly
organized; comfortable working on multiple simultaneous projects,
Excellent written, verbal and inter-personal communication
skills.
Proficiency in French is desirable
