  Background / General description:

The mission of the South Asia Sustainable Development Department (SASSD) is to reduce poverty by helping the countries of South Asia to formulate policies and implement programs that support sustainable economic and social development. Within the Region's structure, the Disaster Risk Management and Climate Change Unit (SASDC) is one of SASSD's nine units and it focuses on providing assistance to South Asian countries to address issues related to DRM and Climate Change and on making development in the region disaster and climate resilient. A Sector Manager based in Washington manages SASDC's growing program. SASDC staff are located in country offices throughout the region and in Washington, D.C.

SASDC is seeking a highly-qualified Climate Change Specialist to provide analytical and operational leadership in the context of SASDCs business-lines. The incumbent would have a track record of working in the climate change field and would be expected to play an effective integrator role both across SASDCs business lines as well as linkages to the energy, environment, rural development, carbon and other climate finance, etc. agendas across different units.

Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 3 year term appointment.

  Duties and Accountabilities:


  • The Lead Climate Change Specialist will report to the Sector Manager, SASDC. S/he will lead the
  • unit's Climate Change team and will have the following responsibilities:
  •     Taking the lead role in the overall management and development of SASDC's climate change pipeline of activities (Loans, Grants, AAA and TA) ensuring quality and timely delivery of the team's activities across the South Asia region. This includes mobilization of a variety of increasingly innovative financing modalities for our clients, including CTF, Adaptation Fund, etc. and new market-based financing.
  •     Act as the focal point for the climate change agenda in SASDC and in the department and contribute, jointly with staff across the department (including the economics and sectoral units) to the Region's engagement in this area.
  •     TTL for flagship climate change projects/activities in SAR
  •     Supporting the inclusion of climate change concerns across the region's portfolio by developing close and effective working relationships with other regional units within and outside of the Sustainable Development Department.
  •     Provide expert advice to client and counterpart organizations and Bank Management with regard to national and climate change policy and operational issues.
  •     Leading the work on country dialogue and fostering and strengthening internal and external partnerships, with the central climate change units and Vice Presidency, donor countries, the public and private sector, research institutes, etc.
  •     Mentoring and providing guidance to junior staff.
  •     Working in close collaboration with the DRM team to identify opportunities to further develop the region's Climate Change resilience program.
  •     Knowledge management - Leading in outreach and knowledge sharing with staff in SAR and across the Bank on good practices emerging from global Climate Change practice and building of Climate Change resilience.

  Selection Criteria:
  •     Knowledge and Experience in Development Arena - Influences the design and execution of major policy and/or research initiatives; conceives and promotes innovations in development policies, project design, organization and management to improve operational and sector work.
  •     Policy Dialogue Skills - Has a track record of conducting effective policy dialogue with country counterparts; communicates and defends difficult issues and positions to senior bank management and government officials.
  •     Integrative Skills - Possesses in-depth understanding of Bank resources in all areas of work in the network, and proven fungibility.
  •     Climate Change Issues, Strategy and Institutions - Comprehensive understanding of climate change issues, strategies, institutions, and regulations.
  •     Climate Change - Deep experience applying knowledge (climate change mitigation; climate change adaptation; carbon financing and other funding mechanisms, etc.) to policy-related decisions and advice.
  •     Project Design for Impact and Sustainability - Gauges appropriately the time/resources required to undertake a specific reform, design a policy / program, or improve efficiency of key procedures/systems.
  •     Operational Project Management - Demonstrates expert knowledge and understanding of project management tools & methodologies; ability to manage complex, multi-functional, cross-regional projects/programs including managing relationships with stakeholders & counterparties.
  •     Team Leadership - Demonstrates inspirational leadership combined with practical delivery of large-scale Bank initiatives; sought out to mentor other team leaders.
  •     ESW/TA Policy, Strategic and Technical Analysis for Country/Sector Issues - Leads through AAA work the analysis of key development issues; demonstrated ability to draw policy options underpinned by solid analytic basis and that are attuned to specific country circumstances.
  •     Client Orientation - Translates insight into practice across disciplines, hierarchies, geographies and organizational units in service of clients.
  •     Drive for Results - Ensures successful implementation and delivery of key programs and projects, ensuring that outputs positively impact results.
  •     Teamwork (Collaboration) and Inclusion - Creates a team climate of practical and innovative action, facilitating collaboration between competing interests and stakeholders.
  •     Knowledge, Learning and Communication - Demonstrates command of all forms of communication and presents in a clear, objective and engaging manner in high-level settings; ensures knowledge is captured and shared in a variety of ways.
  •     Business Judgment and Analytical Decision Making - Serves as a trusted advisor to others on their decisions, ensuring alignment across units and optimal impact on the organization as a whole.

    Other Selection Criteria
  •     Candidates must meet the generic criteria for international level GH
  •     Master's degree (or equivalent) or above in a relevant or related discipline, e.g. environmental sciences, environmental economics and other climate change-related fields such as energy, transport, water or agriculture and a minimum at least 12 years of relevant experience.
  •     A minimum of at least 12 years relevant professional experience in institutional and policy aspects of climate change policy and management or a related technical field. Direct experience with supporting a country to prepare and/or implement its climate change strategy and action plan with an emphasis on mitigation efforts and climate finance mechanisms would be a significant plus.
  •     Recognized ability to successfully work with the public sector and/or with international donors in developing countries.
  •     Proven track record in delivering complex reports and projects with high analytical rigor and in working in multi-disciplinary teams.
  •     Strong team building and mentoring skills.
  •     Excellent oral and written communications skills in English are essential.
  •     Demonstrated capacity for strategic thinking as well as innovative approaches to climate change challenges.
