OBJECTIVES OF THE PROGRAMME :
The objectives of tWHO's emergency programme are to design and implement
programmes that prepare the health sector to deal with emergencies and that
improve health during and after crises. Within the emergency programme, the
objectives of WHO's emergency response team are to support member states by:
1- Promptly assessing health needs of populations affected by crisi,
identifying priority causes of ill-health and death; preparing damage
estimates, emergency response and rehabilitation plans; providing prompt,
credible health information and ensuring the continuity of essential health
services;
2- Coordinating and monitoring emergency health relief efforts under the
aegis of the Inter-Agency Standing Committee Health Cluster, of which WHO is
the lead agency;
3- Ensuring that critical gaps in the health response are rapidly
identified and filled;
4- Revitalizing and building the capacity of national health systems to
deal with preparedness, mitigation and response.
Description of duties:
Purpose of the Post:
To strengthen Health Sector Coordination, ensure sectoral leadership, and
monitor and report on the health situation and WHO programme implementation.
Organizational Context:
Under the direct supervision of the EHA Coordinator and the overall
guidance of the WHO Representative, the incumbent will interact with West and
Central Darfur Ministry of Health and Darfur Regional Authority (if needed) on
various health-related emergency preparedness and response and early recovery
issues.
Summary of Assigned Duties:
1. Interact with the West and Central Darfur Ministry of Health and Darfur
Regional Authority on various health-related emergency preparedness and
response and early recovery issues.
2. Plan, coordinate and lead the execution of all health programmes in West
and Central Darfuf. Ensure that priority health needs are identified and
response and preparedness plans are coordinated with all stakeholders
(SMOH/UN/NGOs).
3. As the head of WHO sub-office, supervise a group of technical officers
and support staff to manage and deliver WHO activities.
4. Lead and motivate field WHO team including capacity building,
performance evaluation and fostering collaborative forms of work.
5. Represent WHO in all related activities and provide the appropriate and
necessary inputs and ensure effective participation.
6- To work with inter-clusters/sectors to ensure integrated approach to
health in coherent and effective manner.
7. To lead the implementation, strengthening and expansion of the health
information system in West and Central Darfur with special focus on
Communicable Diseases Early Warning Alert and Response System (EWARS), Health
Resource Availability Mapping System (HeRAMS) and Vulnerability Risk Assessment
Mapping (VRAM).
REQUIRED QUALIFICATIONS
Education:
Essential: University degree in medicine or a
health-related science and master's degree in public health.
Desirable: Post-graduate training courses in advanced
epidemiology and biostatistics.

Experience:
Essential: At least 7 years' combined experience at the
national and international levels in management coordination, managing disease
outbreaks and other public health events/emergencies.
Desirable: Relevant UN or NGO experience with the
responsibility for program delivery in a developing country.
Languages:
Excellent knowledge of English. Knowledge of Arabic would be an asset.

Note: In view of the current security situation, Genaina, Sudan has been
declared a non-family duty station; i.e. dependents are not allowed to visit or
reside with the staff member at the duty station. The entitlements will be
determined as applicable at the time of recruitment.
Annual salary: (Net of tax) USD 67483.00 at single rate
USD 72467.00 with primary dependants Post
Adjustment: 47.1 % of the above figure(s). This percentage is to be considered
as indicative since variations may occur each month either upwards or downwards
due to currency exchange rate fluctuations or inflation.
