Position Title: Monitoring and Evaluation Officer
Grade: NO-B
Contract type: Fixed-Term Appointment
Duration of contract:  Initially for one year

Organization unit: AF_SSR AF South-East Sub-Region (AF_SSR) /AF_ETH Ethiopia (AF_ETH)

OBJECTIVES OF THE PROGRAMME :
·           To advise the NTP ON M&E including on quality and use of TB and TB/HIV data management;
·           To support coordination of M&E activities relate to TB, TB/HIV activities in the FMOH;
·           To analyze and produce timely information of TB, TB/HIV and from all regional quarterly reports
·           To support capacity building activities on M&E for federal and regional levels in health data management with special emphasis on TB and TB/HIV collaborative activities.
·           To provide support on dissemination of regular reports that shall be produced.
Description of duties:
1. Assist in strengthening the national TB and TB/HIV database through
·           Collection and compilation of quarterly reports
·           Production of quarterly updates
·           Interpretation of findings
·           Provision guidance to officers at all level in the line of MOH on the use of results
·           Dissemination of feedback to regions and central health facilities
·           Establishment of functional communication system with regions
2. Assist in capacity building through
·           Training of regional professionals on Monitoring and Evaluation TB and TB/HIV program
·           Provision of training and other technical support related to Health Mapper
·           Provision of support in establishing decentralized databases at RHB level
3. Assist in operational research, TB burden estimation/forecasting,
4. Guide on the process and impact evaluation and monitoring related to the national response
5. Supervision of regional data management quality
6. Perform other tasks as per the instructions of WR
REQUIRED QUALIFICATIONS
Education:
  First degree in Public Health
  MHP or MSc in Epidemiology, Monitoring and Evaluation, or Health related fields from a recognized university
  Training in data management
Skills:
Knowledge of other software especially analytical & publishing software would be an advantage
Experience:
·           Proven experience in managing health data at national or regional level
·           At least 2 years experience working in the area
·           Experience in national and/or regional levels of TB and leprosy control and TB/HIV program management
·           Previous work experience in UN or other international Non-governmental organization is advantageous
Additional Information:
Annual remuneration: USD 16, 665 Payable in ETB
