JOB SUMMARY:
This USAID position is deployed from USAID's Bureau for Foreign Assistance (FA), to be located in the Department of State's Office of U.S. Foreign Assistance Resources (F). The office is charged with developing and implementing a coordinated United States Government (USG) foreign assistance strategy and operational plans. F creates and directs consolidated policy, planning, budget and implementation mechanisms to provide leadership, coordination and guidance to maximize the impact of U.S. foreign assistance.

DUTIES:
As a Country Coordinator within the Office of U.S. Foreign Assistance Resources (F), the incumbent is the office’s expert for assigned countries in the South and Central Asia region and is responsible for ensuring the strategic, coordinated, and effective use of foreign assistance resources for assigned countries. She/he is responsible for the quality and effectiveness of the relevant USG foreign assistances strategies, budget requests, and annual country-specific operational plans and ensures that the proposed implementation of resources is consistent with U.S. foreign policy and development objectives. Participates in senior management program planning and review processes, presenting and defending recommendations on proposed State/USAID foreign assistance budgets for his/her countries. Provides interagency leadership on foreign assistance through oversight of consolidated policy, planning, budget, and implementation in countries assigned. Addresses emerging country issues throughout the fiscal year and develops resources options to support the policy decision-making process. Coordinates with other major players in the foreign assistance arena, including the National Security Council, the Office of Management and Budget, and Congress. Participates in the resolution of broader policy issues bearing on the effectiveness of USG foreign assistance in assigned countries. Prepares and maintains updated information on resources in assigned countries and reviews internal, interagency, and public documents for accuracy and strategic coherence with regard to the use of foreign assistance resources. Researches and identifies complex program issues or problems impacting program initiatives in major agency organizational components and proposes solutions to management.
QUALIFICATIONS REQUIRED:
GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: Plans and develops program/project development activities that affect broad mission areas.
GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: Develops and implements a plan for accomplishing foreign assistance objectives based on the foreign policy goals.
Time-in-grade requirements must be met by the closing date. This means that you must have served at least 52 weeks at the next grade level (or equivalent) below the grade advertised on this vacancy announcement. This requirement does not apply when applying under the Veterans Employment Opportunity Act (VEOA) competitive appointing authority.
