Background Information - Sudan
The United Nations Mine Action Office (UNMAO) in Sudan was established in 2005. With the end of the Comprehensive Peace Agreement (CPA) period in July 2011, The United Nations Mine Action Office (UNMAO) in Sudan split into three independent programmes: The United Nations Mine Action Coordination Centre South Sudan headquartered in Juba; the Ordnance Disposal Office headquartered in Darfur; and the United Nations Mine Action Service – Sudan (UNMAS-S) headquartered in Khartoum. From early 2008, a strategic goal of United Nation has been to work with national authorities to develop the capacity of the National Mine Action Centre (NMAC) to take over the coordination responsibilities of all mine action activities in Sudan. The transition process of full mine action ownership NMAC occurred in July 2011. UNMAS, UNDP, the NMAC and the Government of Sudan agreed upon maintaining a pool of UN technical advisors will need to remain in Sudan after the transition in order to continue providing technical support, assist in resource mobilization and ensure implementation at field level.
The strategic leadership role for all mine-action activities have been transferred from UNMAS to UNDP/UNOPS as of January 2014. The main areas of focus are Land Release through non-technical and technical survey and mine clearance, Capacity Building and strengthening the existing National MA legal and institutional framework in addition to Mine Risk Education (MRE) and Victim Assistance (VA).
Functional Responsibilities
Under the direction of the Programme Officer, the National Programme Officer is responsible for, but not limited to the following functions and responsibilities:
·             Take routine decisions on administrative processes based on established authority and guidelines to ensures strategic direction of project operations;
·             Support the Programme Officer in resource mobilization, annual planning and reporting;
·             Prepare draft project proposals and budgets for new projects and extensions of ongoing projects as required by the Programme Officer;
·             Participate with the Programme Officer in maintaining collaborative relationships with executing organizations, government counterparts and other UN agencies;
·             Represent the office in key meetings as may be advised by the Programme Officer;
·             Coordinates projects implementation with the government counterpart and implementing partners to facilitate timely and efficient delivery of outputs and addressing training needs of project personnel;
·             Participate in developing needs assessment, operational requirements and budgeted work plans for Mine Action projects in coordination with NMAC Operations, Mine Risk Education (MRE) and Victim assistance (VA) departments for setting priorities and the development of annual operations plan;
·             Review and evaluate proposals submitted to the programme and manage all aspects of project implementation; monitor the progress of activities, identify operational and financial problems and solves them by taking appropriate action;
·             Develop and maintain database to monitor the status of activities under the programme and various projects, including financial levels, renewal deadlines, contracts deadlines and delivery; 
·             Ensures monitoring and evaluation of the projects, including regular field visits and reports on project progress and constraints;
·             Ensures effective and efficient financial resources management; this includes grant management  and draft grant agreement and amendments, timely follow-up with relevant stakeholders on fund disbursements, reporting and project implementation etc;
·             Analyzes reports on project progress in terms of achieving results, monitors projects expenditures and disbursements to ensure delivery is in line with approved project budgets and to realize target delivery levels;
·             Maintain grants records and documentation of decisions and actions taken on programme issues;
·             Draft programme Monthly, Quarterly and Annual reports and prepare donor reports, including ad-hoc reports as required;
·             Actively engage in public information initiatives; developing newsletters, case studies and programme bulletins in addition to maintaining close working relationships with UN partner agencies on public information activities;
·             Assist with translation in negotiation and/or meetings with implementing partners, government authorities and others;
·             Depending on the role which this position will be assigned to within the project administration setup in the programme (i.e. office structure, DOAs, ATLAS functions, segregation of duties, etc.), the incumbent will have responsibilities determined by UNOPS rules and regulations embodied in its regulatory framework - Organizational Directives, Administrative Instructions and other documents as periodically issued and updated by UNOPS. Reporting lines with regards to compliance with UNOPS rules and regulations are ultimately to UNOPS Chief Mine Action Cluster through the respective Portfolio Manager. In addition, division of responsibilities when it comes to administrative processes in support of the programme objectives will be as determined for each country office and confirmed in writing by UNOPS Chief of Mine Action Cluster;
·             Any other duties as requested and tasked by the Programme Officer / Programme Manager.
Monitoring and Project Controls
Reports to the Programme Officer and Programme Manager. Performs monitoring and evaluation visits to project sites and provide accurate and timely input on projects implementation and activities, operations and planning, public information activities and related documents/papers.
Education/Experience/Language requirements
·             Advanced University Degree (Masters Degree or equivalent) in business administration, project management, social science or related field with a minimum of 3 years of relevant experience; or a first level University degree (Bachelors Degree or equivalent) in a related field with an additional 6 years of relevant experience;
·             At least 3 years’ experience in programme, project management and/or business administration and a minimum of 3 year of experience working with the UN;
·             Previous experience in proposal drafting, report writing and donor reporting is required;
·             Experience in mine action work and knowledge of International Mine Action Standards (IMAS), UN mine action policy and Mine Action Information Management Policy is an asset;
·             Excellent communication skills in the English language as well as Arabic, written and verbal;
·             Computer literacy, in particular, experience of using MS Office (MS Access and MS project an advantage) and IMSMA.
