Background

Since the late 1990s, Cambodia has embraced trade integration as an opportunity to bring about positive change and human development.
UNDP strongly believe that international trade, properly harnessed, creates opportunities for inclusive growth, poverty reduction, and human development.
By allowing producers to overcome the limitations of a small domestic market, international trade makes it possible to increase production, create more jobs and capitalize on higher returns to scale. However, as analytical work indicates, poverty reduction and human development are not the inevitable consequences of international trade....

Cambodia will need faster and more inclusive economic growth to accelerate poverty reduction and broad-based human development. The markets have a crucial role to play in meeting the challenge of the MDGs.
Under the guidance and direct supervision of the Assistant Country Director, Poverty Reduction Unit Leader, the Trade Analyst will be responsible for the management of selected trade development and Poverty reduction initiatives.
The Trade Analyst liaises with Government officials and relevant Implementing Partners. He/She works in close collaboration with the UNDP Operations team, other UN Agencies, multi-lateral and bilateral donors, national and international research institutes, private sector actors, and civil society organizations ensuring successful UNDP programme implementation.
Duties and Responsibilities
The Trade Analyst will ensure the effective in-country management and coordination of the country office’s Trade related initiatives and will provide the UNDP country office and the Government of Cambodia with specialized guidance and leadership in this crucial area. He/She is expected to contribute to the UNDP’s pro-poor strategy in a conceptually innovative manner and will identify priorities, problems and issues to be addressed and propose corrective actions to achieve the UNDP’s country office goals.
Summary of Key Functions:
Development, implementation and management of trade related components namely DTIS Update, China-Cambodia-UNDP trilateral cassava, CEDEP II Cassava projects, including ensuring effective implementation, quality assurance for projects to adhere to the application of result based management.
Creation of effective relationship and strategic partnerships both within and outside UNDP, ministry counterparts mainly MoC and MAFF, development partner and private sectors that has been supportive to Trade Swap pillar such as WB, ADB, EU, DANIDA, UNIDO, EIF, ITC, IFC). Ensure effective implementation of the resource mobilization strategy toward country office annual target.
Provision of top quality policy advisory services to development partners, the government counterpart, focus group of private sectors, and facilitation of knowledge building and management through production and dissemination of lesson leant across the portfolio and ensuring effective cross-project and cross-cluster knowledge fertilization.
1. Development, implementation and management of trade related components namely DTIS Update, China-Cambodia-UNDP trilateral cassava, CEDEP II Cassava projects, including ensuring effective implementation, quality assurance, oversight projects adhere to the application of result based management across the portfolio.
Design and monitor towards development results an integrated UNDP strategic initiative to support aid-for-trade strategic, in accordance with the Trade SWAp and on Human Resources and Skills Development. Those initiatives shall be in line with the UNDP Country Programme Action Plan 2011-2015 and explicitly contributing to the CMDGs.
Provide guidance to the projects team on UNDP’s strategic direction of country programme in line with corporate practice notes and UNDP strategic plan;
Monitor the work of the project team, including the work of national and international advisers, in partnerships with projects staff and their government counterparts
Identify and coordinate joint activities at national and sub-national level with other relevant UN/UNDP interventions for mutually reinforcing impact as well as with donors and NGOs programmes;
Assist the project team in the preparation/drafting of procurement specifications and ensure that procurement (if undertaken by the CO) is conducted in a timely manner.
2. Strengthening coordination of partnerships with the UN Agencies, government institutions, bi-lateral and multi-lateral donors, research institutes, private sector, civil society in the trade and human develpment thematic areas based on strategic goals of UNDP, country needs and donors’ priorities.
Identification of opportunities for initiation of joint initiatives, active contribution to the overall office effort in resource mobilization strategies to ensure UNDP sustained engagement in trade and human development sectors.
Provide programmatic support, analysis and identify risk and opportunity to the implementation of trade and human development related portfolio and map out current development partner, donors and private sectors in Cambodia.
Represent UNDP CO in the technical working group discussion, MoC and development partners meeting, Trade Swap Sub-Steering Committees as necessary.
3. Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learnt directly linked to programme country policy goals.
Generate innovative policy ideas, creative approaches and practical knowledge for the rapid and successful implementation of the Rectangular Strategy for rapidly advancing progress towards the CMDGs.
Support to development of policies and institutions that will address the country problems and needs in collaboration with the government and other strategic partners.
Sound contributions to knowledge networks and communities of practice.
Organization of trainings for the projects staff on programme issues.
Impact of Results
The key results have an impact on the success of country programme within specific areas of cooperation. In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships (e.g. private sector) as well as reaching resource mobilization targets.

Required Skills and Experience
Master’s Degree or equivalent in Development Economics, Economics, Political Sciences and/or related field.
Minimum of 2 years of post-Master’s relevant experience at the national or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects.
Experiences in project, programme and policy development in Cambodia in the areas of Trade and poverty reduction;
A focus on Trade sector development including Cassava and Tourism Sector
An understanding of Private Sector Development and Employment related issues, as well as Value Chain approaches is a plus.
Proven Experience in working with Government and networking with national and international stakeholders;
Strong commitment to and skills of knowledge management and capacity development;
High sound liaison, negotiation and representational skills in local and national levels;
Strong communication and IT skills
Excellent oral and writing skills in English.
