The Director of Food and Nutrition Security (FNS) is responsible for identifying, pursuing, and securing new strategic FNS growth opportunities in keeping with PCI’s approach to vulnerability and resiliency. This effort will focus on building networks and creating strategic alliances/partnerships in the Washington, DC area in support of robust FNS program growth, especially in at the intersection of FNS, agriculture and climate change. The Director of FNS is accountable for expanding quality FNS programming within PCI’s integrated nutrition, health, and development framework consistent with PCI’s mission and strategic priorities. Expanding PCI’s FNS portfolio will be achieved in coordination with PCI’s other key technical sectors as well as the New Business Development Unit (NBDU). The Director of FNS will also be responsible for ensuring quality implementation of existing FNS programs, in collaboration with the Senior Technical Officer of FNS.
Duties & Key Responsibilities:
Positioning and New Business Development • Focus heavily on pursuing and securing new FNS business development opportunities, including proposal development, strategic direction setting, and critical decision making. • Identify, pursue, and secure short and long range opportunities for program development in the area of FNS, especially at the intersection of FNS with agriculture and climate change. • Lead PCI’s FNS team with a focus on strategic planning and direction-setting, prioritization of organizational resource investments, and positioning of PCI as a leader in FNS. • Raise PCI’s profile as a pioneer in innovative FNS programming particularly with foundations, the private/corporate sector, Feed the Future, and other USG sources of funding (e.g. Food for Peace Title II programs, USDA funding, etc.). • Represent PCI in national, regional and global FNS advocacy and policy forums (e.g. the Alliance for Global Food Security) in collaboration with other FNS Unit members. • Develop and lead the implementation of a PCI-wide Feed the Future strategy that includes educational materials for field staff, and country-specific information for how field staff should connect to in-country networks to position PCI as best as possible for new funding opportunities. • Serve as primary reviewer and/or lead writer for selected FNS-related proposals, program reports, work plans, reference materials, technical guides, capacity statements, marketing materials, and publications. • Provide leadership and guidance to increase PCI visibility in the area of FNS through presentations at major conferences, publications and networking. • Support capacity building of PCI staff (especially field staff) in positioning and other program development efforts, building from the FNS Unit Strategic Plan and in concert with PCI’s overall strategic plan.
FNS Program Quality • Support the process of ensuring field programs understand and comply with PCI’s standards of excellence and quality related to FNS programing, with a special focus on USG food aid regulations. • Provide technical assistance to PCI field and International Office (IO) staff on USG food aid systems, technologies, updates (e.g. USAID’s new MIS system), and other critical information as necessary. • In coordination with the Senior Technical Officer FNS, support the process of identifying relevant lessons learned and promising practices in FNS and ensuring their capture and sharing with relevant PCI staff for optimal learning and quality program performance. • Identify and bring innovative approaches to PCI’s FNS and related program implementation, documentation and learning, especially as related to the intersection of FNS with agriculture and climate change.
Position Parameters/Special Responsibilities Required • Domestic and International travel up to 30% time • Based in Washington, DC office
Required Qualifications: • Advanced degree such as an MBA, MPH, MHA, MD or PhD preferred. • Reputation as an experienced, credible and strategic leader within the international global health community with expertise in FNS. • Minimum of 10 years of progressive technical and field-based programmatic experience, with an emphasis on FNS programming (e.g. Food for Peace development and emergency FNS programming, Feed the Future, USDA programs, etc.) within an international PVO. • Development philosophy in keeping with PCI’s mission, vision, core values and approach to integrated, community-driven programming. • Expertise in cross-cutting technical expertise areas such as behavior change communications, social norm shifting, gender, local capacity strengthening, community mobilization, etc. • Proven track record in securing significant program funding from a variety of funders, including program design, proposal writing, networking, partnership cultivation, and marketing, as well as proven experience in developing inter-institutional linkages. • Experience working and networking with international donors, such as USAID, other bilateral development agencies, multi-lateral development banks, United Nations agencies, foundations, and corporate philanthropies, particularly in the international public health sector. • Exceptional communication and representational skills, including oral, written forms, and public speaking. • Experience in leading a multi-lingual, multi-cultural staff. • Excellent capacity building, team building/management, and coordination skills.
• Proven capacity to innovate and inspire innovation in colleagues. • Comprehensive understanding of ongoing international public health issues related to FNS focus areas, and integrated, community-driven health and development. • Strong financial management experience with knowledge of government contracting and proposal budget development. • Experience living and working in the developing world. • Fluency in Spanish strongly preferred.
