Proposal Summary: The Indian National AIDS Control Program (NACP) is in its fourth phase with several program strategies and interventions that need to be assessed for their utility and effectiveness. As part of their national PEPFAR support strategy in India, the CDC is working to maximize the National AIDS Control Organization’s (NACO) efforts by carrying out quick yet scientifically rigorous assessments to improve data for decision-making and strengthening NACO’s capacity for strategic information management, evidence-based planning and policy–making. To accomplish this, the CDC-funded Strategic Assessments for Strategic Action (SASA) project will conduct assessments of at least four (NACO) programs over 5 years. Major activities will include: a collaborative planning exercise with CDC and NACO to select programs for assessment; assemble a Technical Working Group of experts in HIV M&E to oversee the assessments; prepare evaluation protocols for at least four NACO programs; and manage the assessments.

Position Summary: The Evaluation Team Lead will have primary responsibility for managing the assessment team on the ground in India (primarily New Delhi) as well production of deliverables. S/he will report directly to the CDC/NACO Technical Working Group as well as a local MSI Strategic Director based in Delhi and an MSI Technical Director based in DC.

This will require full-time commitment for at least one year; the subsequent four years depend on approval by the CDC based on satisfactory performance, but should be considered as highly likely by the applicant for this post.

Responsibilities:

 • Responsibility for overall quality and design of the NACO assessments and timely delivery of all final drafts of key deliverables to MSI.
 • Lead development of detailed assessment protocols and data collection instruments per NACO Program Assessment.
 • Develop workplans and manage team efforts and products in the field; troubleshoot as needed.
• Lead recruitment and oversee training of local data collectors once NACO programs are selected and protocols approved.
 • Oversee data collection and initial report writing.
• Lead data analysis and final report writing.
• Represent the team to the CDC, NACO and other key USG and Indian government stakeholders in high-level meetings as required.
• Monitor progress and quality and communicate regularly with MSI Technical and Strategic Directors.
 • Monitor and document expenditures with MSI program and financial staff.

Qualifications:

 • Senior-level evaluator (minimum ten years) with proven success as an Evaluation Team Leader or similar role at the international level.
 • Advanced degree in public health, public sector management, strategic planning, international development, or related field.
 • Proven management of HIV/AIDS prevention activities, especially confidential, voluntary counseling and testing required.
 • Demonstrated skill in assessing national service programs; in particular health or HIV programs.
 • Proven success in capacity building among and collaboration with governmental and non-governmental partners especially in data demand creation and strategic planning areas. • Experience working for PEPFAR-funded programs; familiarity with the Emergency Plan (PEFPAR) Five-Year Strategy for India 2009 - 2014 and goals of the President’s Emergency Plan preferred.
 • Experience with the CDC strongly preferred; HHS, OCAG, UNAIDS or similar agencies.
• Proven team management skills (interpersonal, communication and problem-solving skills).
 • Experience in Indian public sector; experience with India’s NACO or the NACP (I-IV) preferred.
 • Excellent writing and analytical skills.
 • Familiarity with HIV issues in India.
 • Fluency in written and spoken English; local language ability a plus.
