The Technical Advisor for Humanitarian Assistance and Disaster Risk Reduction will be a core member of
PCI’s
technical team, based in PCI’s DC office. She/he will play a key role
in designing and supporting the implementation of high quality emergency
response and DRR programs, field research, capacity building of local
organizations, and coordinating and collaborating with local, national,
and international partners. Key duties and Responsibilities: Under the
guidance of the Director of Humanitarian Assistance (HA) and Disaster
Risk Reduction (DRR), the Technical Advisor, HA/DRR: • Provides
technical leadership and support to PCI’s humanitarian assistance and
risk management programming, including in the areas of water and
sanitation, hygiene, health, livelihoods, climate change adaptation, and
shelter and settlements. This includes: o Participation in program
design, proposal writing, budgeting, and implementation of relevant PCI
programs. o Close collaboration with other technical specialists at PCI
in the development and implementation of integrated programs, such as
food security, livelihood and microfinance programming, HIV/AIDs,
infectious disease, maternal child health, and protection. o Maintenance
of strong relationships with field staff, including Field Directors and
HA/DRR focal points o Provision of field-based technical support for
quality implementation of PCI’s programs in risk management and disaster
response, including report writing/editing.
• Designs and
implements field research related to risk reduction and humanitarian
assistance, and utilizes existing research (published in refereed
journals or in ‘grey literature’) to reinforce the quality and growth of
PCI’s programming.
• Responds to rapid onset emergencies and provides ongoing technical support to field staff in emergency response
•
Manages ongoing coordination and collaboration between relevant PCI
programs and those of other organizations and donors at field, including
through the participation in cluster meetings and other standard
coordination mechanisms for humanitarian response.
• Develops
internal and external rosters of leading HA professionals and liaises
with HA consultants through regular contact and work planning sessions.
•
Liaises with key partners and donors, such as OFDA and USAID, and
maintains a relationship of trust, transparency, and collaboration.
•
Contributes to documentation/publishing/presenting PCI’s HA portfolio
to increase PCI’s visibility among donors, partners and other
individuals.
• Supports the development and management of
organizational systems that enable PCI to respond to emergencies and
operate humanitarian assistance programs effectively, including in the
areas of Human Resources, New Business Development, Finance and
Administration, and Operations.
• Provides leadership for special
projects designed to increase the capacity of the organization in risk
management and emergency response.
• Additional tasks, duties and projects, as assigned.
Position Parameters/Special Responsibilities Required:
• Position based in Washington, DC
• Will be required to travel up to 50% time
Required Qualifications:
•
Graduate degree or equivalent advanced degree in humanitarian
assistance or related technical area of expertise, such as engineering,
public health, or economic development.
• Minimum 5 years of
field experience in risk management and humanitarian assistance, with
strong familiarity with international norms, minimum standards, and best
practices in the field of humanitarian assistance (eg, SPHERE
standards).
• Six to eight years of professional work experience
• A strong capacity in the development and implementation of integrated, cross-sectoral field programs with measurable results.
•
A strong understanding of research methodologies and the use of
rigorous monitoring and evaluation mechanisms in humanitarian assistance
programming.
Strong capacity to train and support local field
staff, and to forge robust partnerships with local communities, local
NGOs, and government counterparts.
• A track record of effective project management, follow through, and attention to detail.
• Demonstrated excellent writing and communication skills.
• Computer literacy, familiarity with all MS applications, spread sheet, data base and GIS software required.
• Fluency in English. Proficiency in Spanish or French preferred.
