OBJECTIVES OF THE PROGRAMME :
The objectives of WHO's emergency programme are to design and implement programmes that prepare the health sector to deal with emergencies and that improve health during and after crises. Within the emergency programme, the objectives of WHO's emergency response team is to support Member States by:
(1) promptly assessing health needs of populations affected by crisis, identifying priority causes of ill-health and death; preparing damage estimates and emergency response and rehabilitation plans; providing prompt, credible health information and ensuring the continuity of essential health services;
(2) Coordinating and monitoring emergency health relief efforts under the Aegis of the Inter-Agency Standing Committee Health Cluster, of which WHO is the lead agency;
3) Ensuring that critical gaps in the health response are rapidly identified and filled;
4) Revitalizing and building the capacity of national health systems to deal with preparedness, mitigation and response.
5) Providing administrative and logistic support to WHO Operation
Description of duties:
To ensure effective transportation, delivery and storage of operational support and programme supplies and ensure that the purchase and transportation of other necessary supplies to support WHO's field operations;


- Maintaining and updating inventories of field supplies and equipment, and, within the delegated authority, purchase supplies locally;

- Within the delegated authority and clearance from Regional/Country Office, and in coordination and cooperation with relevant WHO administrator, set up field offices in compliance with MOSS rules and procedures;

- Handling rental agreements as required and arranging for the provision of electricity, telephone lines and other necessary logistics, procuring essential office equipment and other essential items locally, ensuring that all documents with financial implications are processes in accordance with WHO rules and regulations and obtaining necessary clearances;

- To install or oversee the installation of IT and information management systems, radio and satellite phones, ensuring full functionality and maintenance, and brief/train staff on their use;

- To make the necessary arrangements for local transport, including local car rental and drivers, and the recruitment of local staff (e.g. office administrative and support staff, cleaners, security guards, etc.);

- To take all necessary action to ensure the well-being, security and safety of team members, including arrangements for adequate water, food and accommodation, assessing needs and priorities, requesting support from HQ, Regional and Country Offices when required;

- To ensure useful liaison with the logistic cluster and logistic counterparts in health related and relevant Agencies for better coordination in supply forecasting and use of humanitarian common services;
To report regularly to WHO Representative on the above, drawing their attention to needs, gaps and problems, and proposing remedial actions, and drafting guidelines for improved processes.
REQUIRED QUALIFICATIONS
Education:
Essential: University degree (BA or equivalent) in public or business administration, logistic management, engineering or a relevant combination of professional certification in areas such as transport, supply and administration.
Desirable: Degree or training information management systems and their application to logistics, transport or supply management and monitoring.
Skills:
Excellent organizational and analytical skills with the ability to coordinate activities and multitask. Demonstrated skills in IT and other equipments such a radio and satellite phones; skills in databases management and use for monitoring transportation, supplies and inventory, and forecast needs. Excellent interpersonal skills with ability to negotiate with and convince officials with tact and diplomacy. Ability to write in a clear and concise manner, and to present factual information. Knowledge of WHO, the UN System or NGO work in the field of response relief and/or of their practices and procedures as related to the work. Knowledge of WHO will be an asset.
Experience:
Essential: At least five years' experience in managing logistics, supply and/or housing field operations in military, commercial or international organizations/institutions in the field or developing countries. Working experience in developing countries and/or emergency response.
Desirable: Experience or knowledge of WHO mandate and goals in Health Action in Crises or experience in UN organizations/agencies.
Languages:
Excellent knowledge of English or French. Good working knowledge of another WHO official language a definite asset.
