North America Regional Office
The UNOPS North America Regional Office provides services that help implement projects for a range of partners, and support operations run by the UNOPS Mine Action Cluster, Small Grants Cluster and Development Group Cluster. In addition, the office serves as a liaison between UNOPS headquarters and its Executive Board, which supports and supervises UNOPS activities globally.

The UNOPS Development Group Cluster is based in the North America Office and supports a diverse and complex portfolio including partners such as the United Nations Development Programme (the Bureau for Development Policy, the Human Development Report Office, and the Special Unit for South-South Cooperation), the United Nations Population Fund, the United Nations Capital Development Fund, the United Nations Secretariat and a broadening community of primarily New York-based UN partners in the delivery of project management, implementation and administration services.
The United Nations Department of Field Support, Information and Communications Technology Division (UN DFS-ICTD) is charged with the provision of continuous and reliable voice, data and video services to the Department of Peacekeeping Operations and Field Support (DPKO/DFS) missions as well as Special Political Missions (SPMs).
DFS-ICTD is currently participating in the implementation of the Umoja – an Organisation-wide initiative that aims to transform the way services are provided across the UN Secretariat. The technical cornerstone of the Umoja initiative is the implementation of the SAP Enterprise Resource Planning solution.
UNOPS has been requested to assist DFS-ICTD with the implementation and operation of the hosting infrastructure for the UN Umoja ERP solution. Specifically, UNOPS has been requested to assist Umoja stakeholders including ICT operational teams with the protection of Umoja ICT resources and data, and ensuring continuous and stable operations during and after the completion of the Umoja implementation.
The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS. UNOPS is committed to achieving a truly diverse workforce.
Functional Responsibilities
Under the overall supervision of FSS Development Coordinator, the incumbent will be required to perform the following duties and responsibilities: ·
Full lifecycle application development
Designing, coding and debugging applications in various software languages.
Software analysis, code analysis, requirements analysis, software review, identification of code metrics, system risk analysis, software reliability analysis
Develop and implement software services for use in a Service Oriented Architecture
Evaluate and perform design tradeoffs regarding the architecture and software components
Object-oriented Design and Analysis (OOA and OOD)
Software modeling and simulation
Front end graphical user interface design
Software testing and quality assurance
Performance tuning, improvement, balancing, usability, automation.
Support, maintain and document software functionality
Integrate software with existing systems
Evaluate and identify new technologies for implementationMaintain standards compliance
Competencies
Professionalism: Strong theoretical background and substantial experience in Information and Communications Technology (ICT) as it relates to area of assignment; ability to assess Application Systems needs; technological background and experience in System design and implementation. Strong analytical and problem solving skills. Demonstrated ability to work towards the achievement of defined deliverables.
Client Orientation: Ability to identify and analyze client security needs and develop solution specifications to meet business requirements.
Communications: Excellent communication (spoken and written) skills, including the ability to convey complex technical concepts both orally and in writing, in a clear, concise manner. Ability to formulate detailed technical reports.
Planning & Organizing: Ability to organize, plan and implement work assignments, manage competing demands and work under pressure of frequent and tight deadlines.

Education/Experience/Language requirements
EDUCATION:
A High School diploma or equivalent in Computer Science, Information Systems Management, communication technology, or other related field preferable.
EXPERIENCE:
A minimum of 5 years of relevant professional experience as a software developer.
Through understanding and knowledge of Software Development Life Cycle (SDLC) and Quality Assurance concepts, methodologies and documentation standards.
Experience working within development
and project teams to derive options and solution to various problems
Previous experience working in Agile and workflow based applications/environment
Fluent in C#, SOAP, XML, Java, J2EE, UDDI, WSDL, ODBC, JDBC, SQL
Knowledge of Service-Oriented Architectures (SOA) and Web Services
Knowledge of development environments such as Visual Studio or Eclipse
Knowledge of UML to document designs
LANGUAGE:
Fluency in spoken and written English;
Knowledge of a second UN language is an advantage and sometimes a requirement.
Fluency in the local language may be essential.
