POSITION SUMMARY:
*Grant Funded.
In close coordination with the Strategic Information (SI) Unit Deputy Director, the Project Manager for Application Development and Health Information Systems will be responsible for developing and implementing a strategic vision for electronic systems used to collect, manage, report and disseminate data collected by ICAP programs. The incumbent will oversee and participate in the creation, maintenance, and advancement of ICAP applications and health information systems. S/he will manage the activities of ICAP SI Unit programmer(s) and consultants as well as work with ICAP end-users to deliver technical solutions that meet their requirements.
MAJOR ACCOUNTABILITIES:
- In close coordination with SI Unit Deputy Director, leads the development and execution of a roadmap for the development or adaptation of new and/or existing software applications, based on an in-depth understanding of donor or grant-supported international HIV projects.
- Conducts and manages programmers and consultants through all aspects of software development including project scoping, timeline estimation, resource planning and monitoring, project execution, and system support.
- Reviews proposed modifications to existing systems and works with end users to decide scope, and establish timelines.
- Makes recommendations on third-party software as needed and manages relationship with vendors.
- Oversees tracking, prioritizing and addressing user-reported issues on database design, functionality and use.
- Ensures that appropriate technical support documentation is developed and made available for all internally developed data systems.
- Oversees remote and in-country technical support to in-country ICAP Database Developers/Managers.
- Interfaces with ICAP, CUMC, Columbia University IT, and outside service providers to manage hosting servers and other resource.
- Performs other related duties as assigned.
TRAVEL REQUIREMENTS:
Requires international travel of 2-3 trips per year with each trip lasting approximately 10–14 days.
EDUCATION:
Bachelor’s degree in Computer Science, Engineering, Public Health or related discipline.
EXPERIENCE, SKILLS & MINIMUM REQUIRED QUALIFICATIONS:
- Previous (5-7 years) experience in managing a wide variety of information technology projects, including experience in directing technical staff, team members and vendors.
- Demonstrated experience with client/server and Web-based application development.
- Track record of using LAMP (Linux, MySQL, Apache, PHP) or other web technology, managing technical projects and outsourced resources from conception to delivery.
- Proficiency with Access, Visual Basic for Applications (VBA), SQL, HTML, Java Framework and tools.
- Expertise in documentation, presentation tools, and project management tools required.
- Excellent skills in critical thinking and analysis, meeting facilitation, verbal and written communications, and interpersonal interactions (e.g., partnering, conflict management, consulting, etc.).
- Excellent organizational and oral/written communication skills required.
EXPERIENCE, SKILLS & PREFERRED QUALIFICATIONS:
- Master’s degree in Computer Science, Engineering, or Public Health.
- Experience in international development, public health, working with data collected as part of routine health service delivery, and/or in HIV/AIDS programs.
- Project Management Professional (PMP) certification preferred.
