*1. Background: In 2012, CDC provided funding to the Haiti country
office to help strengthen the cold chain and logistics (CCL) system, including
the establishment of solar-powered fridges. The establishment of these fridges
has proven more difficult than anticipated. One of the on-going challenges has
been to collect the temperature performance of the fridges.
To address this specific issue in Haiti as well as to provide new
options for temperature monitoring in CCL systems globally; UNICEF wishes to
establish remote monitoring systems on fridge performance. At minimum data on
temperatures and status of fridge door opening needs to be collected for
analysis and response. To facilitate the response it will be important for the
system to generate reports that prompt management action.
*2. Purpose: Responsible to oversee the collection of data
and to make sure data is provided to the various stakeholders in easy to use
user interfaces that take into consideration needs and what actions must be
articulated as a result of the data. Data has a tendency to be ignored unless
it is interpreted for key stakeholders and displayed in a meaningful and
actionable format. In order to achieve this 2nd level calculations and
workflows are necessary. It is not necessarily our goal to display every
fridges temperature but to take that data and display relevant actions that
must be taken. When possible it is also our goal to automate workflows to kick
off as many of these reactions as possible.
*3. Tasks: Review of current state, identify stakeholders,
identify available human resources for the cold chain maintenance, capture
desired state requirements, establish cloud based connection to installed
hardware begin gathering software user interface requirements. Work with
identified stakeholders on rapid prototyping of user interface (including
revisions), document all available sensor options and installation options.
Interview stakeholders and design multiple User interfaces with highly relevant
and usable views based on the needs of the users.
*4. Duration: Start date: 01 May 2013 End date: 30 June 2013
*5. Travel: Travel to Haiti expected during the
consultancy
*6. Timeframe: up to 30 working days
*7. Deliverables: a. Cloud based dashboards b. Documentation
for system training for both hardware and software applications. c. Document
different solution configurations, cost implications as well as maintenance and
installation efforts as a guide to scale project in other interested countries.
