Background Information - Job-specific

The UNOPS ICT Enterprise Reporting Team is responsible for the development, delivery and maintenance of organization-wide reporting information for internal use, external partner use and for public use.  The team’s flagship product, the Management Workspace, is a platform for internal use that incorporates information from all UNOPS practices and all data sources within UNOPS and presents the information using rich visualizations designed to aid understanding and action.
The Information Systems Project Manager will work under the direct supervision of the Team Lead, Enterprise Reporting and provide information systems project management services to the team ensuring the timely production of products to meet the organization’s business needs.
Functional Responsibilities

1. Perform project planning, management, and monitoring

     Oversee and coordinate programmatic management of the UNOPS Enterprise Reporting Team projects.
     Perform stakeholder analysis and mapping in order to promote the inclusiveness of projects that are undertaken and to ensure the institutionalization of products developed.
     Formulate implementation strategies and clarify and define roles / responsibilities of all stakeholders.
    Assess project risks and formulate a risk mitigation plan along with regular monitoring of risks.
    Design and document information systems development, management and maintenance processes / best practices and implement the same within the team.
    Establish a detailed work plan and oversee its execution during the duration of the projects including management of the day-to-day operational aspects of development and implementation.
    Ensure proper coordination with corporate units, regional offices and field offices to ensure quality of requirements and strong implementation of products.
    Formulate a quality review process and review deliverables prepared by the project team, and by vendors / external partners.
    Formulate and implement accurate methods to verify progress and results.
    Regularly liaise with internal and external stakeholders as needed.


2. Perform the role of a functional specialist to enable optimal information management processes and systems are employed.

    Design and document process and data flows required for the implementation of products being developed.
    Write detailed functional specifications in coordination with relevant business process owners facilitating the technical interpretation of requirements for changes to systems or for new systems that may be required to be developed.
    Participate and coordinate development work based on functional specifications in coordination with relevant business process owners.
    Work in close coordination with the Information Systems Graphics Design and Usability Assistant to ensure that products are designed and developed with a high degree of usability.
    Write user documentation for products that are developed.



3. Ensure facilitation of knowledge building and knowledge sharing within UNOPS

    Design and conduct training for corporate, field, and project personnel on products developed by the team.
     Disseminate best practices for information management and collection and share experience / best practices on relevant UNOPS networks.
    Access global best practices employed by other organizations on information management, share them with other local and international stakeholders and ensure their incorporation into project design.


       Perform other related duties as required.

Required
Strong information systems project management experience and skills required.
Strong experience in developing and deploying web-based applications.
Working experience of agile software development methodologies.
Knowledge of Microsoft .Net development, standards-based HTML and CSS, and strong knowledge of cross-browser scripting using JavaScript required.
Fluency in English.  Knowledge of another UN language is an advantage.

Desired
Knowledge of UNOPS business processes highly desired.
Experience in JavaScript frameworks, especially ExtJS 4.0 highly desired.
Strong analytical skills and in-depth knowledge of information systems development and usability methodologies.

Education/Experience/Language requirements

The minimum requirements are:

Masters degree and 5 years of work experience in information systems project management

OR

BA degree and 7 years of work experience in information systems project management

OR

Technical Diploma and 9 years of work experience in information systems project management

OR

Highschool Diploma and11 years of work experience in information systems project management

Language:
Fluency in English is required. Knowledge of another UN language is an advantage.
