Position title:    NGO/CSO Desk Officer

 Duty Station:  Djibouti
DUTIES AND RESPONSIBILITIES:

Under the overall guidance of the PM. Political Affairs the NGO/CSO Desk Officer will perform the duties of consultation to share information among the member states and engage and collaborate with NGO/SCO in the Member States.

The incumbent shall:

    Organize and execute consultation events for sharing information among member     states, divisions in IGAD Secretariat, NGOs/CSOs in the region and other     stakeholders;

    Facilitate the participation of stakeholders; engage and collaborate with them, particularly at grass-roots level; for purpose of identification of project concepts, objectives, selection of sites and designing activities and for Monitoring & Evaluation of projects;
    Based
 On IGAD communications strategy and in consultation with the information communication unit help develop and run a communication strategy of NGOs/CSOs process and disseminate information and knowledge;

   Establish and periodically update the data base on CSOs/NGOs activities and actions in the areas that encompass the IGAD mandate;

    Establish and maintain linkages to facilitate the task of NGO/CSO at IGAD secretariat, NGOs /CSOs Forum bodies and the focal points in the member states;

    Collaborate and Facilitate fund raising and marketable project formulation for implementation of plans and commitments by NGOs/CSOs;

    Produce and disseminate reports of statutory meetings of NGO/CSOs;

    Oversee the documentation and publication of relevant information, knowledge and actions including production of newsletters and website of the desk;

    Facilitate engagement of NGOs/CSOs in IGAD policy debates and establish an interface mechanism that would maintain harmony, initiation of policies, position papers and agenda;
    Take custody of the records of the accredited NGOs/CSOs and other relevant stakeholders according to the Statute and code of conduct of the Forum;

    Prepare and submit annual plans, budget and reports for the desk;

    Undertake any other relevant duties and responsibilities as assigned


MINIMUM QUALIFICATIONS:

    Masters Degree in the social science field is essential
    A minimum of 5years of experience directly related to the duties and     responsibilities specified.

Skills and Abilities:

    Regional experience within the development sector including planning and monitoring NGO/ CSO activities;
    Proficiency in computer operations, specifically in word processing, data base system
    Excellent written and verbal communication skills and strong organizational skills
    Ability to work independently, take initiative, set priorities.
    Ability to work well with others under deadline situations and respond to changes in priorities
    Experience with an international organization is an added advantage.

Language requirements:


: Fluency in English and working knowledge of the French Language

Tenure of Appointment: The appointment is for one year with possible extension subject to availability of fund and performance
