Job Title: Disaster Response Director
Job Title of Supervisor: Senior Vice President, Programs
Work Location: World Relief Headquarters - Baltimore, Maryland, USA
General Function: Direct World Relief's response to
disasters occurring in the U.S.
and overseas.
Specific Job Duties:
- Oversee World Relief's disaster response efforts around the world including program strategies, budget development and personnel selection.
- Supervise day to day operations in country programs that may be designated to be managed by the DR unit (currently Sudan and South Sudan)
- Financial supervision of DR countries and of DR operational budgets.
- Ensure that information on World Relief's disaster response efforts is disseminated throughout the entire organization.
- Involve NAE denominations in World Relief's disaster response activities if these denominations are related to churches in the disaster area or if they have a specific stake in the response to the disaster.
- Represent the Disaster Response Unit in both internal and external meetings and forums as indicated.
- Maintain World Relief relationships with key partners such as OFDA, GRA, UNHCR, Interaction and other agencies.
- Represent World Relief on the INTEGRAL Program Committee and other INTEGRAL committees as necessary.
- Represent World Relief at ACCORD disaster response meetings.
- Set strategic growth initiatives for World Relief's disaster response efforts including mitigation, preparedness, policy development and quality assurance.
- Manage the disaster relief budget and disburse funds according to established guidelines and criteria.
- Manage grants to sudden onset response and provide monitoring notices to organization on unfolding events.
- Represent World Relief's disaster response efforts to major donors and the media.
- Coordinate, assist in writing, and/or review and edit proposals and other resource development documents for DR efforts and countries under the unit's responsibility.
- Maintain the systems needed to obtain timely information about disasters from the UN, OFDA, and other disaster response groups.
- Supervise DR operations staff (DR program officer/sudden onset staff)
Knowledge, Skills, & Abilities:
Master's degree in
related field.
Organizational and
logistical skills.
Personal
commitment to the mission of World Relief.
Budget
preparation, tracking and management. Computer skills in Microsoft Office
(Word, Excel) at proficient level.
Experience Required:
- At least 5 years' experience in a senior leadership position including managing staff (preferably both locally and remotely).
- Five years of overseas experience.
- Demonstrated experience and ability in responding, designing and leading an organizational response to international and domestic disaster, including natural and manmade.
- Experience in mobilizing, training and developing personnel in disaster response situations.
Physical Demands:
Ability to work
long or irregular hours during emergency-phase activities
International
travel in countries or regions impacted by disaster that have high limited
infrastructure and facilities that may require work and travel in conditions of
physical and sanitary hardship
Keyboarding
- Able to deploy on short notice as needed
- Travel up to 35% of the time.
- Work Environment:
- Commitment to the planning and implementation of a relief to development strategy. Planning will include the other technical areas of World Relief in addition to the respective regional director.
- Clerical and administrative support will be provided in those cases when a major disaster occurs.
- Other international division management staff may participate in disaster response activities as they are available and as they may be needed for a specific disaster.
- We will continue to support reconciliation as a disaster response activity when appropriate.
- Disaster response efforts will be carried out by World Relief partners and field staff rather than headquarters staff whenever possible.
- Ability to work and live in conditions of limited comfort during deployments.
