The UNOPS Myanmar office develops, supports and oversees UNOPS portfolio of projects in Myanmar which focus on post-disaster recovery, health programmes and food security.
Background Information - Job-specific

UNOPS is the Fund Manager for the Three Diseases Fund, a multi donor fund supported by Australia, Denmark, the European Union, the Netherlands, Norway, Sweden and the United Kingdom. The Fund was established in 2006 and aimed at reduction of morbidity and mortality from HIV, Tuberculosis and Malaria in Myanmar.

The 3DF ends in 2012 and its donors committed to continued support for health needs in Myanmar through a second phase (2012- 2016) of funding, the Three Millennium Development Goals Fund (3MDG Fund). The new fund will expand its scope beyond the three diseases to cover maternal, newborn and child care and long term sustainability.

The three main components of the 3MDG Fund will be:

1. Maternal, newborn and child care. Increased availability and accessibility of essential services.

2. HIV, TB and Malaria. Support for specific interventions for populations and areas not supported by the Global Fund

3.Health systems strengthening

The detailed programme description is outlined in 3MDG Fund Description of Action.

UNOPS has been selected as a Fund Manager for 3MDG Fund. The implementation phase of the 3MDG Fund will be preceded by an inception period during which the Fund Manager and other structures will be established and when planning and preparatory work will be conducted.

Functional Responsibilities

Under the overall supervision of the Project Support and Capacity Building Officer and direct supervision of the Administrative Associate, the Operations Assistant will be responsible for the following duties:

  •     Full compliance of UNOPS rules and regulations and policies on general administrative and personnel - related work as well as event management including the administrative/logistical support related to high-level visits.
  •     Ensure administrative and logistical supports related to auditors and high level visits such visa facilitation, obtaining appointments with high ranking government officials, arranging for local transportation/flight tickets, hotel accommodation, etc. Meet visitors at the airport and facilitates immigration and customs formalities if necessary.
  •     Perform administrative duties related to one or more of the following: liaise with MMOC HR on recruitment action and progress for the 3MDG staff or consultants, general personnel actions, travel arrangements, and supplies and inventories management.
  •     Initiate the required appropriate actions concerning staff travel such as requesting and following up on travel authorization for local travels of international staff from the concerned Ministries.
  •     Act as a focal point and liaise with MMOC- HR and Protocol Office to arrange with UNDP and the appropriate national authorities the issuance of diplomatic and identity cards, multiple exit and re-entry visas, and all necessary documents in accordance with the requirements of the United Nations and the Government of the Union of Myanmar for the 3MDG Fund international staff members and their dependents as well as for the consultants and high ranking visitors/ officials.
  •     Monitor for each staff member and consultant, contract expiration date, stay permit, renewal of UN Laissez Passer and UN Family Certificates, and where applicable liaise with MMOC HR and Protocol Office and request appropriate actions.
  •     Act as Leave Monitor for national staff, ensure accurate and daily updating of attendance records and leave balances.
  •     Assist in supervision of office drivers and vehicle management and closed collaboration with MMOC Project Support Unit Staff, 3MDGF Fund Management Office Staff and Implementing Partners if it is required
  •     Perform as a buyer role in the ATLAS for the preparation of POs and FMO expenses and review the dashboard report when it is required
  •     Updates the office telephone tree and staff data information sheet for review by the supervisor and submission to UNDSS whenever new staff/personnel is recruited. Coordination with MMOC-HR and regularly checks with office personnel the accuracy of the information presented in the staff information and data sheet.
  •     Search for, retrieve, compile, assemble and archive a variety of statistical data from computer files, records, reports or from other sources for external use.
  •     Liaise with MMOC Procurement Office to request appropriate actions and  identify local suppliers for the acquisition of stationeries, cleaning supplies, generator fuel and service contractors (e.g. security, SIM card and vehicle rental, housekeeping, periodic maintenance  of genset, air-con, vehicles, pest control, accommodation,  etc.). Monitoring of the implementation of resulting contracts established by the MMOC Procurement Office.
  •     Updates the Project assets list and provides pertinent information to MMOC Asset Focal Person.
  •     Respond to routine assets queries from staff within the office and elsewhere in the MMOC and Headquarters.
  •     Draft routine correspondence related to the unit's work and type varieties of materials such as correspondences, reports and papers.
  •     Prepares informal translation from Myanmar language into English v. v. when required;
  •     Maintains and updates manuals, files and simple office records.
  •     Assist in the support to knowledge - building and knowledge sharing within the office
  •     Perform other duties, as required.

Education/Experience/Language requirements

  •     Secondary education is required. Higher degree (Bachelor equivalent) is an asset.
  •     Minimum 5 Years of experience in a similar filed.
  •     Good computer skills, including MS Word, Excel, PowerPoint;
  •     Knowledge of any IT packages and  management support software applications (ERP -type such as People Soft, Oracle, Citrix, etc.....) an asset
  •     Fluency in both English and Myanmar Language
