Org. Setting and Reporting
               
 The United Nations Environment Programme (UNEP) is the United Nations systems designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP’s Division of Environmental Policy Implementation (DEPI) works with international and national partners, providing technical assistance and advisory services for the implementation of environmental law and policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. This post is located in the Post-Conflict and Disaster Management Branch (PCDMB) of UNEP/DEPI, in Khartoum, Sudan.  Under the overall supervision of an Executive Officer at Headquarters and to the Head of the Unit/Chief Administrative Officer in the field, the incumbent will perform the following duties:
                              
Responsibilities
               

1.Human Resources Management;
Effectively coordinates actions relative to the administration of human resources activities. Determines and recommends benefits and entitlements for staff on basis of contractual status.
2. Budget and Finance;
Takes the lead with respect to the preparation and implementation of the work programme.
Monitors and reviews the work programme and budget.
Review requirements and work with systems units with respect to improving budget reporting systems and cost effective utilization of programe resources.
Develops and implements procedures.
Supervises and/or provides guidance on financial administration and management information issues.
Provides guidance and leadership to more junior staff.
3. General Administration;
Oversees work related to procurement, billing and receipt ofincome from various services etc.
Reviews adequacy of departmental space requirements.
Oversees the identification  of office technology needs.
Performs other related work as required.

Education
        
Advanced university degree (Master's degree or equivalent) in business or public administration, finance, accounting, law or related area. A first level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Experience is calculated following the receipt of the first level university degree recognized by the United Nations.
        
Work Experience
      
A minimum of five years of progressively responsible experience in administration, finance, accounting,human resource management or related field.
  
Languages
               

               
English and French are the official languages of the UN Secretariat.  For the post advertised, fluency in oral and written English is required.  Working knowledge of Arabic is an asset.  Knowledge of other official UN languages is an asset.
               

               
Assessment Method
               

               
Evaluation of qualified candidates for this position will include a substantive assessment which may be followed by a competency-based interview.
               

               
Special Notice
               

               
Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures. This position is funded for an initial period of one year and may be subject to extension.
