The EIB, the European Union's bank, is seeking to recruit for its Finance Directorate (FI) - Coordination and Financial Policies Division (COORD) at its headquarters in Luxembourg, a:


(Junior) Financial Policy Officer
Appointment will be made on the basis of a 4 year fixed term contract
Purpose

To support decision making by conducting financial research and analysis, typically in co-operation with the Finance departments; and to contribute to the development and revision of policies and business strategies related to the directorate's activities.

Operating Network

The successful candidate will report to the Head of Division and work under the supervision of the Financial Policies team leader.

Internal contacts: Finance (FI) departments, Front Office Lending, i.e., Operations Directorates (OPS), Legal Directorate, Financial Risk Department and the Financial Control Directorate

External contacts: International Financial Institutions, Multilateral Banks, EU institutions

Accountabilities

  •     Analyse technical and/or regulatory matters, assessing their potential impact on the EIB, and FI in particular; and to inform, as appropriate, FI Director General and/or the FI management team
  •     Quantify the financial impact of various policy options and proposals
  •     Propose new or update existing policies on key financial areas in order to improve efficiency on financial operations
  •     Prepare financial forecasts, and contribute to the development of ad hoc and recurring reports
  •     Coordinate and/or contribute to the drafting of FI opinions on new operational activities and new financial methods/products
  •     Prepare briefings on financial policies for FI management
  •     Prepare FI notes to be submitted to the ALCO and/or compile FI position on notes submitted to the ALCO
  •     Monitor and analyse financial policy developments in relevant financial institutions, with a particular focus on the implications for the Bank's financial activities
  •     Contribute to setting objectives for his/her own team, with policy proposals and initiatives

Qualifications

  •     University degree in finance, economics or business administration
  •     At least 3 years of relevant professional experience acquired preferably in a major financial institution in Front-Office, Risk Management or policy making functions
  •     Good knowledge of capital markets from both an operational and a strategic point of view
  •     Strong quantitative and financial modelling skills
  •     Good knowledge of the Bank's missions and activities
  •     Knowledge of basic accounting principles
  •     Good IT literacy
  •     Excellent knowledge of English and/or French and a good command of the other (*)

(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in one of the two languages. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of the relevant language and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank's working languages.
