Background/Job Summary:

Catholic Relief Services was founded as an emergency relief organization and emergency related work still represents nearly one-third of the agency's expenses. CRS is recognized by public and private donors in the US as one of the prime American emergency responders. CRS' ability to respond effectively in the early stages of an emergency is crucial to the survival and well-being of hundreds of thousands of disaster-affected people. CRS' holistic approach to emergency response and recovery, combined with its early presence on the ground to address immediate needs, enables CRS to accompany disaster-affected households and communities in resuming productive and dignified lives as soon as possible while building their capacity to better withstand future disasters.

With staff in more than 50 countries, established partners in more than 100, CRS is able to establish operations within days of a disaster in almost any corner of the globe. CRS is recognized for a range of flexible, innovative interventions that provide cost-effective solutions to local needs and priorities. In the most disaster-prone locations, CRS works with communities, partners, governments and other actors to mitigate risk and strengthen response capacity ahead of potential disasters.

The Humanitarian Response Department (HRD) provides leadership and support to CRS emergency programming. The HRD strengthens CRS' impact through high quality, innovative programs; improved technical and management capacity at the field level; and active engagement in global efforts to promote excellence and learning in humanitarian response. The HRD has technical staff who support emergency program planning, rapid response, and capacity strengthening of staff and partners worldwide.

The Specialist Emergency Programming provides the HRD with additional rapid deployment capabilities. He/she will be deployed to breaking and ongoing emergency responses to provide generalist support to response and recovery activities. Tasks during response deployments could include carrying out assessments, designing response strategies, developing proposals, and support the startup of response programming. As needed he/she will may also deploy to provide support to ongoing emergency response and recovery programs to monitor progress, measure impact and to identify and document best practices and learning. Deployments will vary from two weeks to two-months depending on the needs of the country program. During non-deployment time he/she may be asked to support the technical leads for the two emergency Strategic Investment Priorities (SIPs), market based and shelter and settlement response and recovery.

Major Responsibilities of Position: Emergency response program support including needs assessments, program design, monitoring & evaluation, mentoring and training, supervision, report writing.

Job Responsibilities: (not an exhaustive list of the skills, effort, duties, and responsibilities associated with the position)

1. Provide support to emergency response programs as requested, following CRS program and management quality standards, and international accountability standards such as Sphere standards and the Good Enough Guide.

2. Provide technical assistance to emergency programs upon request (TDYs), in assessment, proposal/program development, strategic planning, implementation and M&E. As necessary provide support in other response functions such as security, staffing, logistics, finance, IT/communications and administration.

3. Support the set up of emergency field offices, teams, and relief operations.

4. Support the design, testing, rollout and evaluation of ICT4E products and systems in emergency response and recovery programming.

5. Represent the agency and partners at cluster, donor and coordination meetings as requested by the Country Program management.

6. Help identify training needs and requirements for County Program and Partner emergency program staff.

7. Facilitate and implement various trainings including emergency response and preparedness trainings for country program staff and partners in the field when needed.

8. Contributed to updating existing emergency preparedness and response training modules, and the Emergency Field Operations Manual (EFOM).

9. Work collaboratively with country program staff and provide on-the-job training to country program and partner staff during an emergency response.

10. Training should ensure staff ability to establish quality emergency response programs that include cross-cutting themes (such as protection and peace building), meet donor requirements and achieve excellent general program management standards.

11. Contribute to development & promulgation of agency guidance on emergency programming

Key Working Relationships:

Internal: HRD team members, Heads of Programming, Country Representatives, Regional Representatives, Regional Technical Advisors (RTAs) for Emergencies, Program & Management Quality staff, and Human Resources

External: National Caritas partners, other partners, Emergency Community, UN agencies, Donor agencies, and people affected by disasters

Qualifications & Skills:
1. Masters' Degree or equivalent experience in international development or related field.

2. Required 2-3 years experience in overseas programming, with preferably at least 1 year working on humanitarian programs.

3. Knowledge in multi-sector program design for emergencies, including rapid assessment.

4. Experience working with and through local partner organizations.

5. Basic knowledge of design requirements and regulations of major donors including the United States Government, Caritas, the EU, and UN agencies.

6. Experience in program design, proposal development, administration and financial oversight, response coordination.

7. Strong proposal development and writing skills.

8. Proficient in security protocols and management of emergency programs in insecure environments

9. Familiarity with humanitarian codes, principles and practice

10. Experience with and enthusiasm for coaching, mentoring and on the job training.

11. Strong negotiation and persuasion skills.

12. Excellent oral and written communication skills.

13. Ability to maintain performance expectations and strong working relationships in diverse cultural contexts, psychologically & physically stressful environments

14. Knowledge of French, and Arabic, is strongly preferred.

Physical Requirement: Travel is expected be at least 50% for this position often at very short notice (within 48 hours). Candidates should have capacity to live and work in difficult and stressful environments, and serve wherever agency needs dictate.
