Background
Youth Economic Empowerment Project aims to socially and economically empower disadvantaged youth and women in market oriented technical, entrepreneurial and managerial skills, confidence building and empowering skills necessary to improve their access to productive resources and sustainable earning potential. The activities of the project will reach Sana'a, Aden and Taiz.
The project will produce documentary films about the development approaches and components. The main approach is '3X6 approach' which was first successfully implemented in Burundi as a response to the war grievances and it aimed at integrating the conflict-affected groups. The approach has three main components: inclusiveness, ownership and sustainability. Under each components, there are two main tools should be implemented making up the 3X6 approach. The approach is going to be first piloted in Yemen by an income generation activities and a close mentoring to support the generation of small businesses by joint youth groups of youth. The emerging business will be fostered until they expand more.
Through this production, the videographer will document the project's activities and people and the donors will be more informed and oriented about the 3x6 approach. The videographer will also document the general activities that the project may require.
Therefore, a well versed videographer is required to record the development of this experience. S/He will also document the activities that aimed at preparing public awareness and disseminating the desired messages out to the public.
Duties and Responsibilities
Scope of Work
The videographer will be responsible for complete production of all versions of the documentary as requested by UNDP, making sure that the product meets criteria for airing on both local and international media. As 3x6 Approach is lengthy process, the videographer in liaison with the Communications Specialist will identify the dates of work prior to the finalization of the video, and in November 2013 will finalize the documentary film as discussed below.
The video should depict the growth stages of the approach and the youth as well with consideration to bring forth statements and observations of all stakeholders participating in the approach. It will be narrative, storytelling, with a captivating theme to keep audience well informed and to be used for advocacy purposes as well.
This will have to meet all programme materials/technical specifications stated below and in close consultation with the Communications/Advocacy National Specialist.
Reporting System
The videographer will report to the Communications Specialist of Youth Economic Empowerment Project.
Methodology
- Under the overall guidance of UNDP Yemen and the communications specialist, the videographer will be responsible for the following:
- Ensure highest broadcast quality production and filming.
- Research and locate a human interest story about the 3X6 approach.
- In consultation with the Communications Specialist, managing interviews and site visits to collect the raw information of the micro-documentary film (10-15 minutes) about the 3x6 approach specifically.
- Submit a documentary film including translations from Arabic to English.
- Ensure that the correct video formats are used as requested by UNDP Yemen
DELIVERABLES
3x6 Approach Film
10 videos of 3x6 activities
Miscellaneous filming of the various activities of the project: will not exceed seven activities

Required Skills and Experience
Education:
Formal training or the equivalent experience in videography
Experience:
- Minimum of 5 years of work experience.
- Previous experience developing documentaries.
- Proven ability in videography and experience in humanitarian response.
- Show flexibility within the limited timeframe of the approach.
- Good knowledge of area of work and solid experience in development support to both state and non-state actors.
Work with the highest professional ethical standards and in keeping with UNDP's and the UN's ideals and core messages.
Language Requirements:
Arabic and English
Evaluation
The selection shall be made on technical and financial evaluation. Only candidates obtaining a minimum of 70% of the technical score weight on technical evaluation only would be considered for the financial evaluation and further selection process.
Evaluation shall be based on the following criteria:
Technical assessment:
- Proven experience in the related field
- Relevant area of education
- Possessing the required skills mentioned in the tor
- Relevant education/training
Financial: 30%
