Background Information - Myanmar Myanmar The UNOPS Myanmar office develops, supports and oversees UNOPS portfolio of projects in Myanmar which focus on post-disaster recovery, health programmes and food security.

Background Information - Job-specific The MyanmarOperations Centre (MMOC) has been established to support, develop and oversee UNOPS' portfolio of programmes and projects in Myanmar and to ensure that synergies between programmes and projects are effectively developed. The MMOCplays a critical role in ensuring quality services to UNOPS partners that meet stringent requirements of speed, efficiency and cost effectiveness. It is also responsible for liaison with Government counterparts, Donors, and UN Agencies.

The MMOC portfolio currently comprises several programmes and projects, including fund managementof the multi-donor Three Millennium Development Goals Fund and the Livelihoods and Food Security Trust Fund. In addition, UNOPS is the Principal Recipient of the Global Fund to Fight AIDS, Tuberculosis and Malaria grants to Myanmar.

Functional Responsibilities Under the direct supervision of the Finance Officer, the Finance Associate will be responsible for performing the following duties:

    Ensure that vouchers processed are matched and completed, transactions are correctly recorded and posted in ATLAS; payrolls vouchers are duly prepared; monthly payments, payments to implementing partners, payment for procurement of goods and services, pre-payments, operational advance disbursements and settlements, payments for travel advances and travel expenses claims are duly processed.
    Act as one of the transaction verifying officers and ensure that all disbursement transactions are supported with complete documents as mentioned in respective Standard Operating Procedures and in compliance with donor/ client's requirements, UNOPS corporate policies and directives and administrative instructions.
    Timely corrective actions on un-posted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers.
    Timely response to HQ requests to resolve financial data issues. Timely recording in AR page and apply the funds received promptly for the correct project.
    Proper control of the supporting documents for payments; preparation of all types of vouchers; Pay Cycle request and payments execution.
    Support implementation of International Public Sector Accounting Standard (IPSAS). Monitor the finance dashboard and ensure that it is green.

Assist Finance Officer in satisfactory and timely completion of internal/external audits/ verifications and compliance reviews for MMOC.

Contribute to UNOPS year-end closure/ quarterly closure to comply with all year-end closure guidelines.

Monitor proper filing system/ archiving of monthly payment vouchers and payment vouchers register.

Act as an officer in charge of Accounts Payable unit during the absence of Finance Officer. Assist in providing guidance and advice on payment related process and internal control matters to project staff.

Perform any other job-related duties as assigned by Finance Officer.

Education/Experience/Language requirements

    Bachelor Degree with minimum 2 years of progressively responsible finance experience with a national or international organization in providing financial management services, etc.
    Diploma or certification in finance-related subjects or business administration essential. Strong knowledge of general accounting principles and best practices required. Prior experience with international organizations in financial management will be preferred.
    Good knowledge of international and/or UN/UNOPS financial regulations and rules and accounting practices.
    Previous successful involvement in a similar position with the UN system would be an asset.
    Previous working experience with People soft Financials (ATLAS) would be an asset. Fluency in written and oral English and Myanmar language is required.
