OBJECTIVES OF THE PROGRAMME :
The HRH (Human Resources for Health) unit's main objectives aims to ensure
that all people have equitable access to an adequately trained, skilled and
supportive health workforce, in order to attain the highest possible level of
health. A related special objective is to contribute to addressing the health
workforce crisis in mostly low income countries.
Description of duties:
1. Be responsible for the work related to planning, implementing, and
monitoring the health workforce strengthening project for francophone countries
(the Muskoka project);
2. Provide technical support to countries and regional partners to identify
key strategies which aim to improve the situation of the health workers in the
context of reproductive, maternal, newborn and child health services, in line with
national plans;
3. Facilitate the implementation of catalytic actions that enhance the
production, recruitment, deployment and retention of the reproductive,
maternal, newborn and child health services health workers, including the HRH
information systems;
4. Assist in the development, updating and implementation of the HRH unit
workplan, including contribution to tools and guidelines development;
5. Liaise with other technical departments, units/teams for the
implementation of workplans and activities, especially those working in the
field of reproductive, maternal newborn and child health, and nutrition;
6. Collaborate with UN agencies, national and regional institutional
partners for harmonization of a joint action plan, as applicable;
7. Work closely and effectively in partnership with regional offices,
especially AFRO, in implementing the activities in countries;
8. Maintain regular contract with donor entities on project implementation
progress, preparation and submission of necessary donors reports, as well as
preparation of donors proposals; coordinate with donor(s); and
9. perform other tasks as required in the team or assigned by the
coordinator HRH.
REQUIRED QUALIFICATIONS
Education:
Essential: Advanced university degree in public health, medicine, or related field.
Desirable: Any additional related qualification and/or trainings.
Skills:
Broad and solid knowledge of public health issues, within the wider
development context, complemented by good familiarity with global health
workforce related issues, knowledge and understanding of WHO/HRH mandate, and
insight about HRH policies and strategies. In-depth knowledge of health system
development with focus on human resources management and demonstrated abilities
for human resource development in diverse environments. Proven evidence of
programme assessment abilities and writing professional and technical documents
and reports. Track record of working with the multisectoral partners, as well
as communication and interpersonal and analytical skills, and abilities to work
harmoniously as a member of team. Demonstrated abilities in the development and
implementation of operational strategies and policies and capacity to work and
produce results in a complex environment. Computer literacy in MS Office
including Word, Excel and PowerPoint.

Experience:
Essential: At least 7 years of national and international experience, including
experience in francophone developing countries, dealing with maternal and child
health, health systems and health workforce strengthening, with a strong
component of working with government sectors and stakeholders.
Desirable: Direct experience of working with WHO or other UN organizations.
Languages:
Expert knowledge of English and French required. Knowledge of another WHO
official language would be an asset.
