OBJECTIVES OF THE PROGRAMME :
Objectives of the Programme:
WHO India Country Office collaborates with the Government of India and
relevant stakeholders within the framework of the collaborative Country
Cooperation Strategy (CCS). The objective of the General Management area of the
WHO Country Office for India is to ensure implementation of CCS and the
biennial workplans. The General Management area of work has a key strategic
role in overseeing, planning and implementation of CCS priorities that span
across diverse technical areas and workplans. Work involves cross-cutting
technical inputs from CO staff working on all priority areas such as
International Health Regulations, health systems and Universal Health Coverage,
communicable diseases, noncommunicable diseases and risk factors. The specific
objective of strategic planning is to explore options and contribute to
integrating CD and NCD programmes and service delivery in the health system.
Underlying Values and Core Functions of WHO:
All the Member States of WHO in the South-East Asia Region share the common
value of the highest attainable standard of health as a fundamental human
right. All of WHO actions are based on this and rooted in the underlying values
of equity, solidarity and participation.
The seven point global health agenda contained in WHO's Eleventh General
Programme of Work (2006-2015) includes:
(i) investing in health to reduce
poverty;
(ii) building individual and global health security;
( iii) promoting universal coverage, gender equality and health related
human rights;
(iv) tackling determinants of health;
(v) strengthening health systems and equitable access;
(vi) harnessing knowledge, science
and technology; and
(vii) strengthening governance, leadership and accountability.
WHO's mandate revolves around six core functions:
(i) providing leadership on global
health matters;
(ii) shaping the health research
agenda;
(iii) setting norms and standards;
(iv) articulating evidence-based
policy options;
(v) providing technical support to countries; and
(vi) monitoring and assessing health
trends.
The South-East Asia Region of WHO is made up of 11 countries, with over 1.8
billion people, with India's population of 1.2 billion. The diversity of people
and health situations requires, on the demand side, a solid understanding of
the emerging socio-economic, epidemiologic and demographic patterns and trends
at both aggregate as well as national and sub-national levels, with due
sensitivity to disadvantaged populations and vulnerable segments of the
society. On the supply side, it is equally crucial to have a solid
understanding of the commonalities and divergences of the health systems, the
circumstances and political economy under which they have evolved and operate.
Mission of the WHO Country Office for India:
Within the framework of WHO's Country Cooperation Strategy the mission of
the WHO Country Office is to support India in: (i) developing and sustaining
its own health policies, health systems and public health programmes; (ii)
working to prevent and overcome threats to health; (iii) anticipating future
challenges; and (iv) advocating public health.
Purpose of the Position:
Contribute to implementation of WHO's Country Cooperation Strategy with the
Government of India by providing support to the work of the WHO Country Office
for India in the area of strategic and operational planning and monitoring to
promote integrated programme management and optimization of resources for
achieving results.
Description of duties:
Under the overall guidance of the WHO Representative to India (WR India)
and the direct supervision of Coordinator, Health Programmes, with a view to
achieve the expected results set out in the relevant WCO-India biennial
workplans in accordance with WHO's Country Cooperation Strategy with India
(2012-2017), as part of the WCO-India office, the incumbent will have the
following responsibilities:
1. Assist WCO-India management in coordinating strategic and operational
planning, including technical reporting on workplans;
2. Contribute to overall management and oversight of the WCO-India biennial
work plans and budgets, including products, baselines, indicators, and other
elements, financial and achievements;
3. Support the WCO-India planning and technical teams in creating,
maintaining and analyzing work plans in GSM;
4. Develop and implement mechanisms to improve monitoring and
implementation of WCO India workplans and contribute to developing necessary
baseline indicators to enable effective monitoring and evaluation;
5. Anticipate issues and provide sound work planning advice on resource
deployment options, reinforcing management's capacity to make effective programme
delivery choices;
6. Promote best practices, methods and tools for budget and work planning
to improve overall performance of WCO- India;
7. Assist WR-India, Coordinator, Health Programmes and NPO (Administration)
in creating operational synergies among technical units, finance and
administration, focusing their contributions on WCO India's performance and
programme delivery within organizational policy frameworks;
8. Analyse and monitor HR / Activity work plans to assess salary savings to
be transferred to activities and/or vice-versa, maintain work plans in GSM,
towards optimum utilization of country resources;
9. Monitor budget ceilings and PB allocations and arrange for programme
changes as and when required to ensure smooth implementation of programmes;
coordinate with PPC/SEARO in this regard;
10. Contribute to the efforts of WCO finance team in the regional budget
analysis exercise from WRO India's perspective and recommend timely shift
between different Strategic Objectives towards efficient implementation of
workplans.
11. Develop and update guidelines, standard procedures and database in all
of the above fields of duties, as appropriate;
12. Assess the WHO-India financial needs for the biennium; prepare and
maintain resource requirements plans, contribute to identifying appropriate
funding sources to meet financial needs and shortfalls against budget;
13. Contribute to preparation of technical proposals and reports for
donors; prepare updates and information in coordination with the WHO-India
management;
14. Update overall WCO India resource requirements for the biennium in
collaboration with the Ministry of Health and Family Welfare, Government of
India, and key partners in accordance with the Country Cooperation Strategy (CCS);
15. Track donor contribution in order to effectively follow-up grant
activities across WCO India projects and to determine progress and make
decisions where further action is needed;
16. Ensure optimum use of resources in accordance with WHO rules and
regulations, and the terms and conditions of donor agreements.
17. Support information brokering/exchange function of WCO India through
contributions to the health information repository at the WCO India by
collation, analysis and sharing of relevant health information and statistics.
18. Undertake any other duty as required by WR India.
REQUIRED QUALIFICATIONS
Education:
Essential:
University degree in Business Administration or Public/Finance
administration
Desirable:
Advanced university degree in any of above fields.
Skills:
Functional Skills and Knowledge:
- The incumbent should identify with the core values of the World Health
Organization.
- Technical expertise in planning and budgeting processes; ability to
express ideas clearly and concisely, both orally and in writing; ability to
analyse programme proposals and budgets and prepare status reports; ability to
interpret rules and regulations and develop standard procedures; ability to
work effectively with colleagues at national and international level.
- Modern management skills (strategic and operational, planning and
evaluation, etc). Proficiency in computer applications and ability to draft
reports.
- Knowledge of WHO /UN agencies programmes and practices will be an
advantage

Excellent knowledge of MS Office applications, especially Excel. Computer

Experience:
Essential:
At least Five years of relevant experience including two years of
international experience in programme planning, budgeting, monitoring and
evaluation.
Desirable:
Experience in WHO or corporate sector planning, budgeting, monitoring and
evaluation would be an asset. Experience in the reporting to donors would be an
asset.
Languages:
Essential:
Excellent knowledge of written and spoken English
Desirable:
Knowledge of other UN languages an asset.
Annual salary: (Net of tax) USD 56,091/- at single rate
USD 60,091/- with primary dependants Post
Adjustment: 38.9 % of the above figure(s). This percentage is to be considered
as indicative since variations may occur each month either upwards or downwards
due to currency exchange rate fluctuations or inflation.
