CCM (Comitato Collaborazione Medica) is an Italian NGO operating in Burundi, Ethiopia, Kenya, Somalia, South Sudan and Uganda, specialized in the implementation of health-related projects in both humanitarian and development contexts.

Over the past years, CCM has been engaged in Bale Zone of Oromia Region of Ethiopia, partnering local authorities to enhance primary health care services, with particular focus on Mother and Child Health (MCH). In January 2014, a 3-year initiative funded by the Italian Development Cooperation will start, aiming at improving reproductive health services in Bale Zone, by (i) supporting Primary Health Care Services in the catchment area and (ii) engaging local communities in the promotion of health seeking behaviors and in the dissemination of health and hygiene-related best practices. Health Facilities shall be adequately supplied and supervised and health staff trained in order women in reproductive age to have the opportunity to access quality care even in remote areas. Community dialogue shall be promoted through empowering community groups and women’s associations and through stimulating peer-to-peer education. Targeted messages for dissemination through local media will be developed to reach out isolated communities. The main project partner is Bale Zone Health Office, which proactive involvement in the project planning, implementation and supervision is key to sustainability purposes.

Closing date: 15/11/2013 Location: Goba (Bale Zone, Oromia Region – Ethiopia), with periodical short-visits in Addis Ababa to reporting/administrative purposes.
Contract duration: 1 year (possible extension) Start date: January 2014

Duties and Responsibilities of the Project Coordinator
(S)he is responsible for the implementation of project activities (including the administrative and financial aspects). (S)he reports directly to the Country Representative. (S)he cooperates with the Desk Officer for the monitoring of the project, the planning of the activities and for the preparation of the budget. Areas of responsibility
 • (S)he is the “technical” representative of the organization with project partners and donors in the area of intervention of the project and in its fields of competence,
• (S)he ensures that the project is implemented according to the donor rules and indications (e.g. visibility, documentation, monitoring and evaluation).
• (S)he approves the recruitment of the staff (eventually with the help of a consultant), that cooperates in the project and take part in its evaluation; promotes technical, administrative and managerial training of the project staff.
• (S)he is responsible of the: - management of the entire expatriate and local staff of the project - management of the project budget, formulation of the fund requests to the Head Office and regular reporting on the project according to requirements by the donors and the CCM; - administration of the project and collection of the necessary documentation for the financial report; - revise the experience made during the project and learn from it;
- Information to the Country Representative and the Desk officer of any change/problem about the project, that may compromise the observance of the contractual bonds and/or the staff management and/or the presence and the good name of CCM in the country.
• He/she facilitates the identification and formulation of proposals for new projects.

Job profile

• Relevant academic background (This is a mandatory requirement for all candidates):
• University degree in any of the following: Political Sciences, Development Economics, Medicine, Engineering, Communication.
 • Nursing/midwifery degree with relevant management experience will be also considered.
 • Post-graduate qualification in Development Cooperation or related fields is an asset.
• At least 3 years of relevant work experience in the coordination/implementation of projects in developing countries (preferably in Ethiopia).
 • Excellent technical skills in project cycle management (including proposal drafting, application of management and monitoring tools).
 • Good familiarity with Italian Development Cooperation (MAE/DGCS) technical and administrative procedures.
• Good communication and interpersonal skills with national and international stakeholders;
• Demonstrated ability to manage human, technical and financial resources;
 • Demonstrated capacity to organize the work and to be focused on the achievement of expected results;
• Willingness to work under pressure and long hours, and ability to cope with strict deadlines and complex situations
 • Proficiency in the use of Microsoft Office package;
• Fluency in both written and spoken English
• Fluency in both written and spoken Italian (Italian nationality is a donor’s mandatory requirement)
• Good knowledge of Ethiopian contest, in particular related to the health sector, is a key asset
• Good knowledge and proven experience in public health would be an asset
