Purpose of the Position
Under the general guidance of the Chief,
Health Technology Centre, the incumbent will be responsible for
planning, development and implementation of procurement of essential supplies
for Malaria Prevention (mosquito nets,
insecticides) including contract management, worldwide market research and
end-to-end procurement planning in order to achieve the most cost-effective
means of procurement. Responsible for overall coordinating and support for
planning and forecasting processes in the Centre
Key Expected Results
1. Manages procurement of materials; including proposing method of
purchase- LTA`s, Regional Procurement, Direct Order, etc.
2. Ensures all procurement activities are in compliance with the UNICEF
Financial Rules and Regulations, SD Manual, and all other applicable
procurement procedures.
3. Provides advice /guidance to requisitioning CO/RO and implanting
partners on contractual conditions and
supplier appraisals for purchasing of products/services.
4. Coordinates forecasting and planning in the Health Technology Centre.
5. Works with countries and donors to establish and monitor the forecast.
6. Involved in complex negotiations and resolving sensitive matters.
7. Undertakes consultant or audit missions to field offices as requested.
8. Prepares and negotiates Memorandums of Understanding and obtains
approvals.
9. Reviews material specifications and requirements, in collaboration with
WHO, to ensure completeness and appropriateness.
10. In partnership with Quality Assurance and technical specialists,
evaluates suppliers with respect to delivery performance, product
acceptability, and commercial acceptability.
11. Performs as a liaison in communicating with other centres regarding
implementation of procurement cycle.
12. Establish work plans and priorities, monitors achievements and
evaluates performance of support staff.
13. Any other duties or assignments as requested by the supervisor.
Qualifications of Successful Candidate
- Advanced University degree in business administration, commerce or law or
technical field required.*
- Minimum of eight years of progressively responsible relevant work
experience including at least three at the international level. Experience in
commercial activities with the public or private sector in developing and
industrialized countries. Experience with worldwide procurement, contract
negotiations and administration, combined with broader economic
knowledge.
- Fluency in English and another UN language will be an advantage.
*A first level university degree (Bachelor) in a relevant technical field
as identified above, in conjunction with 10 years of relevant experience may be
accepted in lieu of the advanced university degree.
