 Background Information:

Purpose of the Position
Under the general guidance of the Chief Social Policy, Planning and Monitoring (SPPME) , serve as focal point and coordinator in UNICEF for the Cash Transfer Programme for the Most Vulnerable Children -MVC. The post will ensure that the required technical assistance is provided to the Governmental counterparts. It implies to liaise with stakeholders and doing advocacy for the programme.

Key Expected Results
1. Manage the Cash Transfer Programme for OVC, including liaison/collaboration with governmental counterparts, sectoral programme chiefs, multilateral and bi-lateral donors and other stakeholders.
2. Identify responses and alternative courses of action to improve/maximize the benefits of the Cash Transfer Programme. Develop evaluation and research mechanisms and technically input economic models for a nationally scaled up safety net response.
3. Coordinate the teams of consultants for the operational design and the design of the evaluation of the programme and act as the focal point in their relation with the most significant stakeholders and advisors.
4. Coordinate related activities of the Cash Transfer Programme for OVC with the governmental counterparts, the Child Protection section and other section units inside UNICEF (especially health, education and nutrition) and with other UN agencies.
5. Develop technical papers to increase awareness and lessons learned from the Cash Transfer Programme with OVC debates within and outside UNICEF.

Qualifications of Successful Candidate
EDUCATION
Advanced university degree in Social Sciences, Law or related technical field. *A first university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of advanced university degree.*

WORK EXPERIENCE
Eight (8) years of progressively responsible professional work experience at national and international levels in the development, implementation, management and/or evaluation of field programmes, with special emphasis on cash transfer programmes. Experience in advocacy and social mobilization an asset.

LANGUAGES
Fluency in English and another UN working language required.  Knowledge of the working language of the duty station an asset.
