About VSO
VSO Cambodia was establish in 1991. Currently we have four programme,
secure livelihoods, health, education and governance. We have multiple partners
who are both at national and grass roots level.
Role overview
The volunteer will be based in the Department of Planning, Finance and
International Co-operation, DPFIC, of the Fisheries Administration (FiA) but
will provide support and capacity building to all the Departments of the FiA,
including the Research Institutes. These particular departments have been
identified with particular need for support:
· The Department of Community Fisheries Development, DCFD
· Department of Fishery Affairs, DFA
· The Department of Administration Affairs and Litigation, DAAL
· The Marine Aquaculture Research and Development Centre, MARDeC
· Inland Fisheries Research and Development Institute, IFReDI
The volunteer will also support the Secretariat of the Technical Working
Group (Fisheries)1, TWGF.
A rough guide to the division of effort expected is: DPFIC 30%; DCFD 10%;
MARDeC 10%, TWGF 20%; DFA 10%; DAAL 10%; IFReDI 10%
Specific responsibilities include working with FiA staff to strengthen
their capacity to:
1. Develop, maintain and enhance long-term (10 year), interim targets (3
year) and short-term (annual) plans, ensuring their compatibility with national
and sector planning, eg NSDP, Rectangular Strategy, Agriculture Strategic
Development Plan
2. Establish and implement an effective Monitoring and Evaluation system.
3. Work with all FiA Departments to identify and address their capacity
development needs
4. Develop effective policies and plans to combat illegal fishing practices
(Dept of Fisheries Affairs)
5. Support the Technical Working Group (Fisheries), TWGF, and its
sub-groups, through the established secretariat.
6. Support the FiA in networking and building links with Development
Partners and other stakeholders in the fisheries sector to increase sharing and
learning between organisations and individuals.
Skills, qualifications and experience required
Experience of working in or with Government.
· Extensive management experience.
· Excellent strategic and operational planning skills.
· Proven organisational and people-management skills.
· Excellent inter-personal and team-building skills.
· Experience and proven skills in working with individuals in senior
positions.
· Experience in establishing administrative structures and systems.
· Experience of developing monitoring and evaluation systems.
· Experience of developing capacity development programmes.
This position is open to international volunteers available and willing to
work in Cambodia for the length of this placement.
