This position is located in the Office of Development Planning in the Africa Bureau (AFR/DP). AFR/DP provides leadership, guidance and advice to the bureau on overall development planning, program and budget requirements, policy formulation, broad management implications, and implementation strategies.

DUTIES:
As a Financial Management Specialist, you will: Manage the formulation and justification of the budget for an entire agency or major component. As the agency's technical authority, provides advice and guidance to individual offices in Washington and overseas on the interpretation of Agency guidance and procedures for the financial management of the operating expense funds in the areas of budget formulation, execution and implementation.
Distribute approved Operating Expense funded Operational Year Budgets (OYB) and subsequent allowances. Manages the recording of Operating Expense funded OYB and allowance transactions in the Agency's automated accounting system and generates periodic reports from system records for Bureau management.
Review, analyze, revise, and recommend approval, disapproval, or modification of budget requests and justifications. Analyzes, combines, and consolidates budget estimates into a budget document that reflects the balanced, multi-year funding needs of AFR.
Serve as the AFR Bureau's technical expert in a wide variety of broad financial audit assignments external to the agency for an extended period of time requiring integrated analysis of a number of different financial management programs, operations, and activities. Manages and monitors the AFR Bureau Audit Management and Resolution Program.
Provides advice to subordinate staff on the interpretation of accounting and auditing regulations and the application of same to controversial problems. Develops new audit resolution approaches where no precedent exists.
QUALIFICATIONS REQUIRED:

You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: In-depth knowledge of the organization and operations of financial management systems. Knowledge of the theory, principles, concepts, and practices of financial management to apply this knowledge to very broad and difficult assignments.
Time-in-grade requirements must be met by the closing date. This means that you must have served at least 52 weeks at the next grade level (or equivalent) below the grade advertised on this vacancy announcement.
