The position is located in the Office of Security (SEC), Office of the Director (OD). SEC/OD manages the administrative services for office to include Human Resources, Information Technology, Budget, Procurement, Space planning, Records Management, and Travel. As the Lead Administrative Officer, the incumbent will be responsible for all budget activities for SEC to include budget formulation, execution, and justification. The incumbent will be responsible for managing the Salaries and Benefits account for SEC and representing the office at agency meetings. The position also requires the incumbent to serve as the Team Lead to the Administrative Management Services Team. In this capacity the incumbent will lead the work of a group of professions ranging from GS-7 to GS-13. As Team Lead the incumbent will assign, monitor, and review work products of the team coordinating priorities to ensure timely accomplishment of assigned tasks.

DUTIES:
As a Lead Administrative Officer, you will: performs all aspects of the planning, analysis, formulation, justification, presentation, and review of annual budget for SEC programs; provides expert advice and guidance to program managers and senior leadership of budget estimates and the formulation of budget requests in support of SEC priorities; interprets agency, Office of Management and Budget (OMB), and Congressional policies or regulations for the justification and submission of budget estimates; reviews long-range budgetary and program requirements to assure their conformance with established agency, OMB, and congressional policies; serves as Team Lead for the Administrative Management Services (AMS) team; identifies, distributes, and monitors workload and tasks of AMS team in accordance with established workflow, skill level, and occupational specialization; performs in-depth analyses in order to develop and interpret administrative procedures and policies for effective administration operation within SEC; assists in research, analysis, planning, assessment, development, and accountability activities necessary to build and implement the agency's performance management framework; coordinates the implementation of new agency administrative programs and systems within SEC, and formulates plans and provides advice to management on resolving issues.
QUALIFICATIONS REQUIRED:

You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: independently performed program liaison duties to respond to human resources administration issues such as developing informational materials based on knowledge of internal operations, agency human resources policies, budgetary constraints, and work priorities; analyzed support processes and performed program liaison duties to support budget formulation and execution activities for a changing budget of administrative expenses involving different funding sources, such as acting as a point of contact for organizational staff involved in developing data and justifications for budget review and approval; provided administrative management support for a small organization with few subdivisions or functions; coordinated unusual requirements for supplies, property management, or office moves and provided advice to management and staff in the interpretation and application of administrative procedures; made recommendations for administering an organizational quality management program with quality assurance and productivity elements, based on information gleaned from surveys and program reviews.
Time-in-grade requirements must be met by the closing date. This means that you must have served at least 52 weeks at the next grade level (or equivalent) below the grade advertised on this vacancy announcement.
