Financial Specialist - U.S. Embassy

The Financial Management Center (FMC) at the US Embassy,
London, is in search of a detailed orientated Financial Specialist, who has
exceptional leadership and interpersonal skills.
Responsibilities will include:
developing and
maintaining policies and procedures;
providing guidance
in interpreting laws and regulations;
ensuring best
banking practices and strong internal controls;
acting as de facto
deputy to Financial Management Officer (FMO) for the London Mission, including
constituent posts of Belfast and Edinburgh;
resolving
personnel conflicts and ensuring training programs are adequate to meet
employee's needs;
managing daily
operations of accounting and vouchering systems liaising with Financial Service
Center (FSC) Charleston as required;
providing guidance
to staff on changes to accounting system changes;
maintaining and monitoring
Collaborative Management Initiative (CMI) uniform service standards with
primary responsibility for updates as needed to Financial Management Center
(FMC) goals and objectives;
analyzing customer
survey results and providing recommendations and input to the FMO, Service
Provider and the International Cooperative Administrative Support Services
(ICASS) Council Chair as part of the ICASS Annual Assessment process;
maintaining
electronic records and ensuring archiving procedures are followed.
As such, the successful candidate will have developed their
career as either a Financial Specialist, Financial Manager, Financial
Project/Program Manager, Financial Accountant, Management Accountant, Financial
Consultant or Financial Advisor working in banking, financial services, a
finance department within a government, NGO, or commerce/private sector
position. They will be a University graduate or have undertaken vocational
training which resulted in the successful completion of all 9 papers at the 'Fundamentals
Level' from the Association of Chartered Certified Accountants ACCA; or have
achieved the advanced level diploma from Charter Institute of Management
Accountants (CIMA). Additionally, they will have experience
supervising/managing a medium to large diverse workforce.
This is a great opportunity to also utilize their strong
command/knowledge of the UK/EU commercial practices, laws applicable to
finance, and banking regulations.
This role will also tap into their strong knowledge of
people management, including motivation and leadership, as they will be
responsible for managing 21 locally engaged staff for budget formulation and
justification, accounting, voucher examination, payroll and cashiering
functions.
