Background / General description:
The
Public-Private Infrastructure Advisory Facility (PPIAF) is a
multi-donor technical assistance facility governed based on its Charter
from July 1999 (revised July 2000 and May 2001) and the subsequent
modifications documented in the Minutes of the Annual meetings of the
PPIAF Program Council. PPIAF is aimed at helping developing countries
improve the quality of their infrastructure through the participation of
the private sector, including through the development and
implementation of Public Private Partnerships (PPPs). With an annual
budget of around US$20 million, PPIAF provides technical assistance
grants to governments to build an enabling environment for PPPs and
develop infrastructure projects. PPIAF is managed by the World Bank on
behalf of its 18 Donors.
PPIAF is currently hosted in the
Finance, Economics and Urban Development Department (FEU), in the
Sustainable Development Network (SDN) of the World Bank.
Through
its Sub-National Technical Assistance (SNTA) program, PPIAF also helps
utilities and municipalities improve their creditworthiness and access
market-based finance without sovereign guarantees. SNTA's ultimate
target is financial transactions involving bonds or bank loans. For more

The Program
Management Unit (PMU) manager is recruited according to terms and
conditions approved by the PPIAF Program Council. The PPIAF Program
Council is inter alia overseeing the Program Management Unit. The
responsibility of the Program Manager, who leads the PMU from its
offices located at the World Bank's headquarters in Washington, D.C,
USA, is the Management of PPIAF's day-to-day operations. The Program
Manager is integrated in FEU's Department Management Team as far as
coherent with the PPIAF managers' mandate. He/she is accountable to the
Program Council, currently represented by FEU Director, for the overall
strategy, development, delivery and implementation of the program's
activities and mandates.

Duties and Accountabilities:
Strategic direction:
Continue implementing the 2010 Strategy for Resource Allocation
approved by the donors, and develop new strategic priorities for PPIAF
support in a rapidly changing global environment for public-private
partnerships in line with donor priorities;
Strengthen PPIAF's
identity, branding and regional presence to ensure access and visibility
across a broad range of stakeholders.
Liaise with existing and
potential donors to mobilize resources for PPIAF's technical assistance
and knowledge management activities;
Provide technical and administrative support to the Program Council and prepare all related reports and meetings;
Lead the development of PPIAF's resources and technical capacity
commensurate with client demand as well as World Bank and donor
interests.
Management and administration of the funds and the grant making process:
Manage the allocation of PPIAF resources and the implementation of
PPIAF's technical assistance activities with a strong emphasis on
service orientation (towards co-financing donors) and development
outcomes;
Manage the grant-making process and the portfolio of
grant-funded activities to ensure strong alignment with strategic PPIAF
goals and strong oversight of fiduciary, social and reputational
matters;
Liaise with existing donors on all matters related to
the Program, including requesting approvals and mobilization of
resources for PPIAF's technical assistance and knowledge management
activities.
Management of the PMU:
Manage and
lead the PMU team in Washington DC and Nairobi and any future location,
to deliver a high quality and demand responsive technical assistance,
including mentoring team members and performance evaluation.
Knowledge management:
Build partnerships with relevant actors such as PIDG, project
preparation units/funds focusing on PPP and relevant units within the
WBG and foster strong strategic and operational partnerships with
developing country governments, private sector representatives and the
donor community, including bilateral donors and bilateral and
multilateral development banks;
Serve as an effective
spokesperson and advocate for the opportunities and challenges of public
private partnerships in the international development community.
Selection Criteria:
In
addition to having Bank-wide Grade GH-level (international) clearance
for the position, it is expected that the incumbent meets the following
selection criteria:
Advanced university degree in Business,
Finance, Economics, Engineering, or related discipline, plus 15 years of
relevant experience (see below), or PhD plus 12 years of relevant
experience.
Extensive experience in the development, design
and/or implementation of infrastructure PPPs either in upstream areas
related to regulation, market and financial structure or downstream in
transaction support.
Experience in Trust Fund administration.
Experience of working with other development partners is an asset.
Experience in living and working in a developing country.
Work experience with one or many of the PPIAF donors is an asset.
Good understanding of and a demonstrated interest in advancing public-private partnerships.
Outstanding interpersonal, diplomatic and partnership skills and proven
ability to work in a collaborative environment with team members and
across organizational boundaries.
Excellent organizational skills and demonstrated ability to lead a wide range of tasks.
Proven record of management and ability to effectively lead and manage
teams and to manage programs with a strategic vision and strong
operational focus.
Record of encouraging a culture of innovation, shared learning, risk taking, and accountability.
Must be a results-driven, strategic planner and implementer, adept at
building consensus in order to move projects from concept to
implementation.
A strong, persuasive, and clear communicator, with excellent writing skills.
Solid understanding of Bank policies, processes and procedures related to trust funds and financing operations.
Good knowledge of the donor community and excellent networking capabilities.
High ethical standards and deep sense of fairness.
