Job Description:
RTI is supporting education development around the world by
strengthening education policy, management and practice in order to achieve
measurable improvement in teaching and learning. From our well-established

and efficiency. Managing international
development projects funded by the U.S. Agency for International Development
(USAID), the Department for International Development (DFID), the William and
Flora Hewlett Foundation, and other donors and clients, we have experience
working throughout Africa, Asia, Eastern Europe, Latin America, and the Middle East.
RTI’s International Education (IE) Division is seeking a
Field Director with a master’s in education or a related field, and extensive
experience in multiple countries and contexts improving education from the
classroom to the ministry level, on USAID and other donor-funded projects. Working collaboratively with other education
and operational staff across RTI, s/he will support and oversee the
implementation of IE’s portfolio of projects, supervising, mentoring and
supporting Chiefs of Party (COPs) and Home Office Technical Managers (HOTMs),
ensuring that our field projects receive appropriate operational and technical support
and that they deliver project requirements efficiently, effectively and with
the highest possible quality. S/he will
provide technical assistance and contribute to business development activities
as appropriate, and serve as an interim or acting Chief of Party as and where
needed.
The successful candidate will be able to demonstrate through
work experience and reference feedback an exceptional ability to: lead implementation of large, complex
international projects (with experience as a COP, regional or country Director,
or similar position); engage with host governments, partners, and
donors/clients (in particular, USAID); and plan and organize work so as to
identify and prioritize challenges and best propose, implement and monitor
solutions. S/he must be energetic and
show initiative, work constructively within various teams, and be passionate
about improving learning outcomes and education systems in the developing
world.
Reporting to the Division Vice President, and participating
in IE’s management team, the Field Director will be based in either Research
Triangle Park, NC (RTI headquarters) or Washington, DC and will be expected to
travel internationally approximately 25% of the time, at times for extended
periods.
Specific Responsibilities:
Support and manage
field projects (60%):
Oversee
implementation of IE’s portfolio of field-based projects, ensuring quality and
timely delivery and engaging with funders to ensure satisfaction in performance
and outcomes.
Supervise, mentor,
and support COPs as well as HOTMs in leading field-based projects.
Develop and
contribute to systems and practices to ensure that information sharing,
opportunities to learn, and knowledge management take place (projects-to-home
office, HO-to-projects, and project-to-project).
Serve as HOTM for
1-2 high-profile field-based projects, identifying and providing required
technical support to deliver with quality and on time, and supporting project
start-up and close-out, work planning, M&E development and implementation,
and report writing; serve as technical backstop, carrying out routine tasks as
required (preparing SOWs, reviewing STTA reports, etc.).
Provide technical
assistance, as appropriate, related to teacher training, curriculum development,
community participation, education management, school improvement more
generally, or education programming integrating gender or persons with
disabilities.
Serve as interim
or acting Chief of Party as and where required.
Support new business
development (20%):
Identify and
support the development of new bid opportunities, leading efforts when and
where appropriate.
Provide technical
and administrative support to capture efforts, proposals, expressions of
interest, concept papers, etc.
Contribute to proposal design and technical
narrative, writing designated sections as appropriate and with a specific focus
on integrating lessons learned and best practices from existing projects.
Support the
development of management sections, M&E and work plans, and budgets in
coordination with proposal leaders and budget and finance specialists.
Assist with the
recruitment of international and local staff, consultants, and partners.
General program
support (20%):
Actively
participate in and contribute to IE’s management team, and the IE Division as a
whole.
Collaborate with
colleagues across RTI on technical, strategic planning, marketing and other
initiatives, including preparing input for newsletters, websites, and other
purposes as required.
Contribute to
RTI’s technical work and scientific stature according to one’s background and
expertise.
As appropriate and
relevant, participate in geographically- or topically-focused task forces and
cross-program initiatives.
Qualifications:
A master’s degree in education or related field, with a
minimum of 14 years of professional experience.
Additionally,
competitive candidates will be able to demonstrate a majority of the skills and
experience listed below:
Experience leading,
managing and supporting education projects and field-based teams, with
experience as a COP, regional or country director.
Prior experience
working to support USAID and other donor projects in developing countries, with
direct experience working for USAID, DFID or other donor organizations highly
desirable.
Extensive
knowledge of international education issues, with technical expertise in
several of the following areas: teacher
training, curriculum development, community participation, education
management, school improvement more generally, or education programming
integrating gender or persons with disabilities.
Experience
supporting the development of proposals for donor funding, preferably for
USAID.
Substantial
experience and proven success in leading and working in teams.
Strong
interpersonal, communication (oral and written) and problem solving skills.
Ability to manage
and execute multiple concurrent tasks with minimal supervision.
Ability to work in
a fast-paced environment and meet deadlines under pressure.
Strong computer
skills (Outlook, Word, Excel, PowerPoint), with Access and/or data analysis
skills a plus.
Knowledge of
Arabic, French or Portuguese highly desirable.
