Background
The Inland Water Resources Management Programme (INWRMP)
forms part of a major donor-supported effort to strengthen and reinforce the
mandate of IGAD on behalf of its member states. The key issues that the region
has faced in the past decade are related to instability arising from poor
governance and scarcity of water resources, coupled with the vagaries of the
climate. Shortage of water undermines the people’s well-being and is at the
source of conflicts.
The focus of the INWRMP is, among others, on the
establishment and institutionalization of regional cooperation (Result Area 1),
the improvement of policy and legal frameworks for water resources management
(Result Area 2), the strengthening of regional and national water resources
management institutions (Result Area 3) and the setting up of adequate
information systems for decision making in water management (Result Area 4).
In order to establish and institutionalize regional
cooperation, which is a prerequisite for the successful fulfillment of
virtually all INWRMP result area objectives, it is necessary to gain knowledge
of the water resources management issues on which this cooperation should
focus, and of the priority to be attached to them. These issues, as well as
possible measures to address them, will be discussed within the framework of
the IGAD Water Dialogue Forum. The subject of the present consultancy will be
the identification of those water resources management issues having a trans-boundary
impact which should be discussed within the Forum and on which regional
cooperation should be established as a matter of priority.
Duties and
Responsibilities:
Under the overall supervision of the IGAD-INWRMP Team
Leader, the incumbent shall:
1. Carry out a desk
review of literature (reports, studies, etc.) on water resources management and
management issues in the IGAD region, covering the following countries: Djibouti, Ethiopia,
Kenya, Somalia, South Sudan, Sudan,
Uganda;
2. Based on the
review carried out under Point 1, and on email communications with the relevant
stakeholders, identify water sector issues in the IGAD member states. These
issues may cover:
• Sustainable
management of water resources in the region;
• Equitable use of
water resources, particularly trans-boundary water resources;
• Water scarcity;
• Water supply and
sanitation;
• Irrigation;
• Hydropower;
• Surface water
resources management;
• Groundwater
resources management;
• Sedimentation and
contamination of both surface and groundwater;
• Financial aspects
of water resources management;
• Inland fisheries;
• Data management;
• Data acquisition;
• Legal and
international enabling environment;
• Capacity building
(technical, research and legal)
3. Out of the
issues identified under Point 2, indicate
3.1. Those which
are purely national,
3.2. Those which
are common to two or more IGAD member states, and
3.3. Those which
are common to all IGAD member states
4. For each set of
issues, as identified and classified under Point 3, indicate priorities and the
order in which the issues should be discussed and addressed within the relevant
fora.
5. Make
recommendations on the manner in which the IGAD Water Dialogue Forum should be
used to discuss and address the priority water management issues of a regional
nature, and in particular the issues relating to trans-boundary water
resources, with a view to facilitating the adoption of measures leading to
equitable water use and, in general, to sustainable water resources management
in the region.
6. Write a short
report on the above, covering, as a minimum, the following:
6.1. Description of
activities;
6.2. Difficulties
encountered, if any;
6.3. Results;
6.4. Discussion of
results, conclusions and recommendations;
6.5. Annexes: TOR
of the mission, agenda, list of people met / interviewed; any material
produced.
6.6. A table
showing (i) each issue, (ii) its type (national, bi-multi national, global), if
relevant to more than one country, (iii) an indication of the countries
concerned, and (iv) the ranking of the
issue in the order of priorities.
Competencies:
• Good knowledge of
water management issues at the national level and with regard to international
watercourses and lakes, and trans-boundary aquifers;
• Practical
experience in regional cooperation in Africa, and preferably in East Africa and in the IGAD region.
• Good
communication skills and familiarity with the use of internet-based
communication tools.
• Having a good
network of contacts in the water sector within the IGAD region will be an
asset.
Qualifications and Experience:
University degree in a water-related discipline (i.e., a
discipline that may be applied to water management) and at least five years
experience in a water management-related field
