The United Nations Environment Programme (UNEP) is the
United Nations system's designated entity for addressing environmental issues
at the global and regional level. Its mandate is to coordinate the development
of environmental policy consensus by keeping the global environment under
review and bringing emerging issues to the attention of governments and the
international community for action. UNEP’s Division of Environmental Policy
Implementation (DEPI) works with international and national partners, providing
technical assistance and advisory services for the implementation of
environmental law and policy, and strengthening the environmental management
capacity of developing countries and countries with economies in transition.
The Mediterranean Action Plan (MAP) is one of the UNEP's
Regional Seas Programs encompassing a comprehensive system of activities for
the protection and sustainable development of the Mediterranean region based on
the Convention for the Protection of the Marine Environment and the Coastal
Region of the Mediterranean and its Protocols (the Barcelona Convention). The
Convention involves the 21 countries bordering the Mediterranean Sea as well as
the European Union. The MED POL Programme is the marine pollution assessment
and control component of the Mediterranean Action Plan and is in charge of the
overall coordination of the activities related to the Dumping, the hazardous
Wastes and the Land-based pollution Protocols to the Barcelona Convention. This post is located in UNEP/MAP (Barcelona
Convention) at the Athens duty station. Under the direct supervision of the
concerned MED POL Officer-in-Charge and the overall guidance from UNEP/MAP
Coordinator, the incumbent will perform the following functions:
Responsibilities
1) Provide substantive support to the Contracting Parties
for the update and implementation of the national action plans (NAP):
a) Review
the financial sustainability dimension of existing NAP, the costing of their
implementation and provide advice;
b) Contribute to the prioritization of NAP
investment portfolio according to environmental criteria and pollution
abatement cost;
c) Provide support to Contracting parties in preparing project
proposals or fishes in order to facilitate their funding by IFA; Analyse
reasons for no funding of priority projects and propose recommendations and
solutions;
d) Organise and conduct national and regional training workshops to
support increasing country capacities.
2) Provide substantive inputs, develop
and update strategies to ensure sustainable implementation of the Regional
Plans/Legally binding measures;
a) Research, analyse and prepare policy briefs
on current financial practices/instruments and develop recommendation on
necessary changes; Identify relevant national, regional and international
financial practices/instruments with a particular focus on pollution reduction to be continuously up to date;
b) Introduce
the use of economic instruments in the Regional Plans as complimentary tools;
Analyse and cost the implementation of the regional plans/legally binding
measures adopted by the COP;
c) Provide substantive and other support to UNEP/MAP
and MEDPOL in meetings with
international and regional bodies and donors/financial institutions to
identify opportunities in securing project financing for pollution reduction;
d) Contribute to the replication of good practices identified with regard to
NAP implementation sustainability in the framework of MedPartnership Project;
e) Contribute to the preparation of a reporting format for NAP implementation
effectiveness and follow up its implementation with the countries.
3)
Participate in various other tasks relevant to the Medpol Programme of work:
a)
Prepare various written outputs such as draft background papers, analysis,
sections of reports and studies, inputs to publications in line with work
responsibilities;
b) Participate in or lead field missions, including provision
of guidance to external consultants, government officials and other parties and
drafting mission summaries;
c) Contribute to MEDPOL programme/project
preparation and submissions, progress reports and financial statements; prepare
documents/reports in line with work responsibilities - pledging, work programme
and programme budget.
4) Performs other duties assigned.

Education
Advanced university degree (Master’s degree or equivalent)
in environmental finance, environmental studies, economics or related area is
required.
Work Experience
A minimum of five years of progressively responsible
experience in environmental finance, environmental studies, economics or
related area is required. A first-level
university degree in combination with two additional years of qualifying
experience may be accepted in lieu of the advanced university degree.
Languages
English and French are the working languages of the United
Nations Secretariat. For the post advertised, fluency in oral and written
English is required. Working knowledge of French or Arabic is desirable. Knowledge of another UN language is
desirable.
Assessment Method
Evaluation of qualified candidates for this position may
include a substantive assessment which may be followed by a competency-based
interview.
