Background
UNDP is the UN’s global development network, an organization advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. We are on the ground in 166 countries, working with national counterparts on their own solutions to global and national development challenges.
UNDP is a founding cosponsor of the Joint UN Programme on HIV/AIDS (UNAIDS), a partner of the Global Fund to Fight AIDS, TB and Malaria, and a co-sponsor of several other international health partnerships. UNDP’s work on HIV, health and development leverages UNDP’s core strengths and mandates in human development, governance and capacity development to complement the efforts of specialist health-focused UN agencies. UNDP delivers three types of support to countries in HIV, health and development.
In late 2002, UNDP began its partnership with the Global Fund to Fight AIDS, Tuberculosis and Malaria (the Global Fund) to address the three epidemics. UNDP’s primary objective in the partnership is to support the local entity legally responsible for the management of grant proceeds in a recipient country (the Principal Recipient). In exceptional circumstances or special emergencies, national counterparts may request UNDP to assume the responsibility for managing the grant. With the exception of donor-constrained countries, such an arrangement is time-bound, while UNDP provides the necessary capacity building support to one, or more, national candidates with the view that they will be phased-in as Principal Recipients (PRs).
To date, UNDP has successfully transferred one or more grants to a national PR in twelve countries: Angola, Argentina, Benin, Burkina Faso, Central African Republic, El Salvador, Gabon, Guinea Bissau, Haiti, Honduras, Liberia and Zimbabwe. In 25 other countries where UNDP is still PR, UNDP Country Offices are providing a wide range of capacity development support in a variety of areas (project planning and management, procurement and supply chain management, finance, monitoring and evaluation, human resources management and contract administration). UNDP also supports Country Coordinating Mechanisms (CCMs) by serving as the CCM Funding Recipient in several countries in order to enhance the effectiveness of the CCM’s oversight role and implementation of the Global Fund grants.
Objective
In early 2013, UNDP instituted a new centralized approach to the audit of Sub-recipients under Global Fund-financed programmes, and with the audit period now closed, there are a number of critical analysis that need to be undertaken to review the audit reports and also strengthen the approach for the coming two years. In addition, with the recent Global Fund policy change on Annual Disbursements, a review of Global Fund grant data for disbursement schedules is needed to better understand impact on the UNDP-Global Fund portfolio. Finally, with the update of the Operations Manual for UNDP Country Offices implementing Global Fund-financed programmes schedule for May 2013, support is needed to monitor and control the quality of translations and also to moving the document to web-based.
The UNDP HIV/AIDS Group is looking to hire a consultant to support the Global Fund Partnership Team in response to these needs for a period of up to 120 working days over a six month period (July to September 2013). The consultant will be office-based in New York UNDP HQ. S/he will work under the supervision of the Senior Programme Advisor in the Global Fund Partnership Team, Bureau of Development Policy.
Duties and Responsibilities
Under the overall supervision of the Programme Specialist, the Consultant will be responsible for:
Sub-recipient Audit
- Support in reviewing performance of LTAs for audit firms in collaboration with the Office of Audit and Investigations;
- Support in analysis of SR audit findings;
- Prepare Lessons Learnt with new SR Audit approach for Global Fund-financed programmes;
- Knowledge Management and Policy Support:
- Conduct KM Survey among the Country Offices implementing Global Fund-financed programmes;
- Support in the translations and web-based migration of the Operations Manual for UNDP COs managing GF-financed programmes;
- Draft the Legal Matters for UNDP COs Implementing Global Fund-financed programmes, following the completion of the online Legal Blog Series;
- Draft the one-page Information Note from UNDP to the Global Fund on the support of UNDP to non-UNDP PR Global Fund programmes;
- Collation of Grant Agreements for SharePoint;
Financial Management Review
- Provide support in analysis of Global Fund grant data and reconciliation with Atlas data;
- Facilitate and support arrangements for finance trainings /clinics and explore ways of better use of the technology available;
Partnership Team
As required, work with the Senior Programme Advisor and the Programme Specialist (NY) to assist in the coordination and management of UNDP Headquarters’ response and support to Country Offices in negotiations and implementation.
Expected Outputs:
- Contribution to the performance reviews of the four audit firms for SR audits
- Finalized analytical report on SR audit findings
- Lessons Learnt Guidance Note on the new SR audit mechanism
- Development and distribution of KM Survey, with an analytical report on the findings
- Finalized and published Guidance Note on Legal Matters pertaining to GF-financed projects
- Information Note on UNDP support to national PR countries
- Finalized translated Operations Manual in French and Spanish, with quality check
Reporting:
The consultant shall report to the Programme Specialist, Global Fund Partnership team, HHD, BDP. All expected deliverables will be submitted to the Programme Specialist also for final approval.
Timeframe
The 120-day project will be conducted over a 6 month period from July to December 2013. The assignment will be office-based in the New York Office.
Evaluation
Applicants will be screened against qualifications and competencies specified below through a desk review or an interview process. Those selected for the next stage of the selection process will be reviewed based on a cumulative analysis based on a combination of the Technical (70%) and Financial Scores (30%)
Criteria for technical evaluation (70 points maximum):
Criteria 1: At least 2 years of experience in public health, law or finance - 20 points;
Criteria 2:Familiarity with Global Fund procedures, grant applications and program implementation – 20 points;
Criteria 3:Familiarity with UNDP (or UN agencies) policies and procedures – 20 points;
Criteria 4:Strong analytical, research and writing skills with demonstrated ability to think strategically– 10 points.
Criteria for financial evaluation (30 points maximum): The following formula will be used to evaluate financial proposal:
p = y (μ/z), where
p = points for the financial proposal being evaluated
y = maximum number of points for the financial proposal
μ = price of the lowest priced proposal
z = price of the proposal being evaluated
Payment
The consultant will be paid based on the daily rate submitted, and payment will be subject to satisfactory progress made on the above deliverables as determined by the Programme Specialist in the Global Fund Partnership Team, Bureau of Development Policy.

Required Skills and Experience
Education:
Master’s Degree in Social Science, Public Health, Law, Economic, International Development, Business Administration, Accounting or other related field.
Experience:
At least 2 years of experience in public health, law or finance
Familiarity with Global Fund procedures, grant applications and program implementation
Familiarity with UNDP (or UN agencies) policies and procedures
Languages:
Fluency in English and French
