Community Partners International (CPI)/ Global Health Access Program (GHAP)/Friends for Health (FFH) works with local organizations to increase their capacity to deliver essential health services in Myanmar's underserved and at-risk populations. CPI has 15 years' experience in building the skills and resources of local partners (including faith-based organizations, local NGOs, community based organizations and ethnic health organizations). Currently, CPI partners deliver medical care and preventative health services to more than one million people in Myanmar. This position is responsible for leading the M & E team in FFH, assisting FFH and GHAP partners in developing M & E framework in line with specific donor's requirement.

Responsibilities: Develop and update program indicators, Monitoring and Evaluation(M&E) frameworks and M&E plans relevant to National Strategies, 3MDG strategies and GHAP/FFH strategies together with Program Managers Develop proper M&E database tools applicable for partners according to 3MDG standard indicators Provide technical inputs as necessary into the design and implementation of 3MDG and GHAP/FFH monitoring and evaluation system, policy tools, and processes Oversee data collection, data entry and analysis processes to measure progress and achievements according to M&E plan Conduct regular site visits and perform trainings on Routing Data Quality Assessment (RDQA) Access M&E capacity of GHAP/FFH partner organizations (3MDG project partners plus) and develop a plan for M&E capacity building activities for them Develop and maintain training curricula and handbooks, then conduct tailored trainings on such topics as presenting indicators, designing quality data collection tools, standardizing information systems, creating parameter queries, etc. Maintain documentation and implementation of M&E activities that are in line with training curricula and practices, providing recommendations for changes as needed that are taken into account of the local context and mainstream emerging successful practices

Review/clearance of technical reports of GHAP/FFH partner organizations (3MDG project partners plus), and provide feedback to partners focusing on data quality and M&E performance Maintain regular contact with M&E focal persons from 3MDG office, partner organizations and Ministry of Health (MOH) Ensure accurate and timely information is available to senior management and team members Represent all relevant technical meetings Assist in writing grant proposals and in developing indicators for the proposals Provide inputs for survey/research design, sampling and questionnaires development (if necessary) Conduct other duties as assigned

Requirements: Essential Knowledge/Skills/Attributes:
    Bachelor degree in Social Science/Medical Science/Development Study/other relevant field Three to five years of direct professional experience in both implementing monitoring and evaluation systems as well as designing and maintaining databases Proficiency in MS Office Applications (Word, PowerPoint, Outlook, Excel, Access) Prefer proficiency in Statistical Software (SPSS and/or STATA and/or Epi Info) Proven knowledge of Data Management methods and applications Excellent written and spoken English, including the ability to write clear and engaging reports Proven strong report writing skills, ability to present monitoring data and survey finding clearly Self-motivated and ability to work independently as well as being part of a team Highly organized and able to work to deadlines Accurate and good eye for detail Confident and cooperative, even under pressure Ability to quickly develop a strong understanding of the local cultural and political context and be able to motivate others and work successfully within these contexts Flexibility to allow for travel (50%), variable working hours, and some modifications of tasks and responsibilities as team and project needs change
