With more than 10 years of experience in the country, the UNOPS Afghanistan office supports national reconstruction and development efforts by providing projects with goods and services - from stand-alone, one-off solutions to long-term management and capacity development support. Based in Kabul, UNOPS in Afghanistan has sub-offices in every region of the country. The team implements projects in support of the Afghanistan National Development Strategy, in a wide range of sectors including infrastructure, education, environment and agriculture, and governance and rule of law.

Functional Responsibilities
  • Under the supervision of the Project Manager, Cost Recovery, the Administrative Associate shall perform the following duties and responsibilities:
  •     Ensures that all issues, concerns, queries that are raised by BMAC clients (internal and external) are addressed in conjunction with the supervisor.
  •     Keeps an up to date foot print of all the BMAC clients. Ensures that’s a change in the foot print, is reflected on the lease agreement.
  •     Organizes and carries out routine maintenance works and evaluates the work and performance of appointed contractors, if any, on the Bayman Multi-Agency Compound (BMAC), ensuring that quality of work is carried out as per agreed standards.
  •     Liaise with and provide first point of contact for contractors/sub-contractors and respective agency focal points on contracts and facilities management to ensure queries and issues are routed to the supervisor.
  •     Assist supervisor in providing facilities and property management oversight of the BMAC including site requirements related to civil, electrical and mechanical works and maintenance.
  •     Prepares a quarterly procurement plan for the maintenance of BMAC.
  •     Ensures that goods and services required for the smooth for the smooth running of BMAC are readily available.
  •     Prepare and regularly update list of materials, assets and equipment, and corresponding requisition for acquiring goods/services through AGOC Procurement unit for the maintenance of BMAC in accordance with UNOPS regulations and rules.

Competencies
  •     Willingness to undertake regular field visits in difficult conditions.
  •     Demonstrate professionalism, integrity, transparency, openness and respect of colleagues in the workplace.
  •     Excellent working knowledge of English, both written and verbal. Fluent, both written and verbally, in Dari/Pashto.
  •     Excellent interpersonal skills.
  •     Good working knowledge of MS Office applications (Word, Excel), email and able to easily navigate internet.
  •     Knowledge of UN rules and regulations would be a distinct advantage.
  •     Be able to uphold and respect procurement ethics and to carry out tasks with integrity.
  •     Is a team player who demonstrates patience, flexibility and honest.
  •     Be willing and able to meet tight deadlines and work long hours when required.
  •     Is a self-starter, who is able to plan and manage their own work, takes initiative and strives to meet deadlines.
  •     Be able to work in a multi-cultural environment.

Education/Experience/Language requirements
Education (Level and area of required and/or preferred education)

    Minimum Secondary Diploma is required. University degree in Business Administration or relevant field is preferred.

Work Experience

    Minimum 5 years of professional experience in administration field is required.
    Proven experience in administration, finance, logistics and Inventory management is required, preferably with the UN or an international organization.

Language:

    Excellent working knowledge of English, both written and verbal, Fluent.
