The UN’s support aimsto ensure that the National Dialogue process is transparent, inclusive,participatory and meaningful. On 12 June2012, the Security Council passed a new resolution 2051 on Yemen (S/2012/2051)in which they reaffirm the need for the full and timely implementation of theTransition Agreement in accordance with resolution 2014 (2011), and “requeststhe Secretary-General to continue to coordinate assistance from theinternational community in support of the National Dialogue and transition, as stipulatedin the Implementation Mechanism of the GCC Initiative”.

With the signing of theNovember 23 Transition Agreement, Yemen’s transitional process waslaunched. The Agreement provided for atransition led by a Government of National Unity over two years. Phase One ofthe transition concluded with the election on 21 February of Abed Rabbo MansourHadi as the new President of Yemen marking the end to President Saleh’s 33 yearrule. Phase Two of the November Agreement commits the sides to the conduct of aNational Dialogue Conference to run over a period of six months and to include politicalactors, including the Youth, the Southern Movement, the Houthi insurgency,other political parties, civil society representatives and women. Given current progress in the transitionalprocess, the National Dialogue process, including its preparatory phase, willend in the Spring of 2014.

The National DialogueConference is a key part of Yemen’spolitical transition and aims to expand political participation to theimportant constituencies mentioned above. In order for the Conference to be effective, it will need extensivepreparation as well as strong support throughout the preparatory period as wellas during the conduct of the Conference. With this in mind, the United Nations is mobilizing the expertise of itsvarious agencies in order to assist the Yemeni stakeholders who will lead thisprocess.

On 14 July 2012,President Hadi issued a decree announcing the set-up of a Technical Committeeto prepare for the National Dialogue Conference. The decree outlines that“international assistance for the preparatory and dialogue process shall beprovided through an integrated United Nations programme”. The UN has funding tosupport this under the UN Peacebuilding Fund (PBF) and has established amultidonor Yemen National Dialogue and Constitutional Reform Trust Fund(YNDCRTF) to pool international resources. The position outlined in these termsof reference will form part of the Project coordination support for the PBF andYNDCRTF.

The PCSO will be partof the Project Coordination Unit (PCU) with the Office of Special Adviser to the Secretary General on Yemen (OSASG).

The incumbent is responsible to abide bysecurity policies, administrative instructions, plans and procedures of the UNSecurity Management System and that of UNOPS.

1. Support operations of the project Steering Committees (SCs)

  • Based on the YNDCRTF Steering Committee Terms of Reference and Rules and Procedures, and on the rules for PBF programme SCs, and under the supervision of the Project Coordinator, and with the support of PCU staff, the PCSO shall:
  •     Prepare invites and booking arrangements for SC meetings. Compile package of documentation for circulation in advance of the SC. Circulate to all donors and participating agencies 72 hours before planned SC.
  •     Draft SC minutes and actions, and advise the Project Coordinator on the necessary follow-up of the SC’s decisions and agreed actions.
  •     Prepare initial review and analysis of programme/project proposals submitted for funding by YNDCRTF.
  •     Analyse Programme Reports prepared by the Administrative Agent (UNOPS) and bring to the attention of the Steering Committee issues of concern and/or interest.
  •     Respond to the MDTF Office's requests for assistance and submission of regular reports and data, as needed.

2. Programme Work Planning and Budgeting

  • Oversee the coordination of Experts. Manage the Finance and Budgets Officer, ensure that work plans and financial information for all projects are kept up to date, keeping the Project Coordinator and OSASG Principal Officer regularly informed of projects’ operational and financial position:

  •     Oversee the work of the Finance and Budgets Officer to ensure that expenditures are tracked and forecasts updated on a monthly basis.

  •     In cases of significant issues with projects submitted for funding, prepare and distribute a report and recommendations to members of SC two days prior to the SC meeting.

  •     Provide guidance to Participating UN Organizations on common methodology for programme/ project costing, staffing and related salary scales, liability issues, etc.

  •     Provide oversight of the PBF and YNDCRTF budget and prepares budget revisions for the SC.

  •     Assist the Project Coordinator to ensure timely flow of information about YNDCRTF and PBF activities and respond to inquiries.

  •     Oversee the identifications, contracting, scheduling and operational support to experts (advised by OSASG, and supported by PCU administration staff).

3. Programme Management

  • Oversee the quality of programme management in the PCU, including:
  •     Assist with the drafting of PBF Project Documents and Results Frameworks, as required by the Project Coordinator.
  •     Provide guidance to Participating UN Organisations and provide support on the preparation and timely receipt of progress reports.
  •     Contribute to the preparation of consolidated annual analytical results-based progress reports with the MDTF Office.
  •     Prepare, as requested and in consultation with the Project Coordinator, periodic briefs and position papers on overall projects’ progress, emerging results and outcomes through write ups in periodic Newsletters and web postings.

4. Programme Reporting, Monitoring and Evaluation (M&E)

  • Oversee the effective management of the programmes’ M&E and reporting:

  •     Develop, implement, and manage an integrated M&E system for the YNDCRTF and PBF projects, in accordance with Multi-Donor Trust Fund office and Peacebuilding Support Office requirements.

  •     Working with other PCU staff to ensure timely M&E of YNDCRTF and PBF, including developing Terms of Reference and commissioning M&E as requires in project documents, and ensuring that the results of M&E carried out by other agencies in the integrated UN programme are collated and shared.
  •     Facilitate UNCT project and programme staff in re-aligning targets, indicators, monitoring tools, and reporting mechanisms in accordance with contextual changes and shifts;
  • Perform other related duties as required. Competencies

  •     Proven track record of strong diagnostic, analytical and problem-solving skills
  •     Knowledge of UN programme formulation and results based management
  •     Strong interpersonal and communication skills; ability to present coherent and convincing positions both in writing and orally
  •     Ability to work under pressure and to manage multiple tasks simultaneously
  •     Fluency in English with excellent verbal and written communication, drafting and presentation skills

Education/Experience/Language requirements
  •     Advanced university degree, preferably in internationaldevelopment discipline or related field. A combination of relevantqualifications and additional years of experience may be accepted in lieu ofthe advanced university degree;
  •     A minimum of 5 years of increasing responsibility ininternational development and with knowledge of international organizations,including experience with UN agencies
  •     Experience of project management, including multi-donorinstruments.
  •     Fluency in written and spoken English is required; knowledge ofArabic will be an advantage.
