OBJECTIVES OF THE PROGRAMME :
To support full implementation of the WHO Framework Convention on Tobacco
Control in order to reduce tobacco use and protect people from second hand
smoke exposure and thereby prevent and mitigate tobacco-related diseases and
premature deaths.
Description of duties:
To serve as Team Leader in Tobacco Free Initiative (TFI), with the
following specific responsibilities:
(1) to oversee and coordinate further development, implementation and
evaluation of the Regional Action Plan for Tobacco Free Initiative in the
Western Pacific Region (2010-2014);
(2) to coordinate/collaborate with WHO programmes having tobacco
control-related interests (e.g. noncommunicable diseases (NCD), child health,
health promotion and environmental health), Member States and other partners in
the development and implementation of tobacco control related-initiatives and
national action plans for tobacco control;
(3) to provide technical support and coordinate with other partners in the
development and implementation of comprehensive, evidence-based research and
related tools supporting measures to reduce tobacco use and exposure to the
harmful effects of tobacco use;
(4) to develop, in cooperation with others, media and advocacy campaigns
and tools to promote tobacco control, in general, and support for the WHO
Framework Convention on Tobacco Control, in particular;
(5) to provide guidance on technical work, mobilize resources, develop
partnerships and facilitate and coordinate technical collaboration in the team;
(6) to manage the team's financial, material and human resources and ensure
continuity and synergy of the team in relation to the three levels of the
organization (e.g. HQ, RO and COs); and
(7) To undertake related duties as required.
REQUIRED QUALIFICATIONS
Education:
Advanced degree in medicine, public health or social science (e.g. law,
economics, political science) from a recognized college or university is
essential. Public health or related training is desirable.
Skills:
(1) Broad knowledge and technical ability in dealing with issues related to
tobacco control, particularly in relation to researching and analysing issues.
(2) Developing and evaluating proposals
(3) Managing projects
(4) Promoting development of national capabilities
Other Skills: Proficient in standard MS Office software
applications. Presentation skills.

Experience:
Minimum ten years practical experience in medicine, public health, law,
economics, or political science is essential. At least two years' experience in
tobacco control related work at international level is required. Working
experience in both developing and developed countries, including experience in
public health or related fields is desirable.
Languages:
Written and spoken fluency in English is essential. Working knowledge of
other UN languages is an advantage.

Adjustment: 59.1 % of the above figure(s). This percentage is to be considered
as indicative since variations may occur each month either upwards or downwards
