OBJECTIVES OF THE PROGRAMME
:
To enhance the capacity of
Member States to use relevant data and evidence in health sector management
processes and decision making, through the development and application of
health management and biomedical information systems and technology,
strengthening national health research systems, and proper use Information
Communication Technologies.
Description of duties:
Under the general
supervision and technical guidance of the Team Leader, Health Information,
Evidence and Research (IER), the incumbent performs the following functions:
1. Within Western Pacific
Regional Office's Health Information and Intelligence Platform (HIIP)
framework, consolidates health and health-related data from Western Pacific
Region's Ministries of Health and other relevant sectors, WHO Representative
Offices, Regional Office technical units, technical agencies, and other
secondary sources;
2. Performs data validation
procedures and liaises with Regional Office technical units and technical
agencies to ensure the reliability and quality of data in the HIIP integrated
database;
3. Oversees the development
of metadata and management of the WHO Indicator and Measurement Registry for
HIIP indicators;
4. Assists in the
collaboration between IER team and Regional Office technical units for the
development and application of standards, information technology tools and
solutions for data integration, sharing and exchange;
5. Assists in the assessment
of HIIP contents, web features and functionalities, and development of health
themes and dashboards under the HIIP framework;
6. Assists in data
consolidation, validation, visualization, and analysis for the development of
country profiles, meeting reports and other technical documents;
7. Provides assistance to
the work of the Standing Committee on Health Information on the clearance
process for data collection tools originating from the Regional Office and
Headquarters;
8. Responds to data requests
from technical agencies, researchers and other data-users; and
9. Performs other related
duties as required.
REQUIRED QUALIFICATIONS
Education:
Equivalent to graduation
from secondary school with training in data management, statistical analysis
and research. University degree in the field of information technology, data
management, statistics or public health is an asset.
Skills:
Thorough knowledge of data
processing and management processes with good grasp of data quality issues.
Ability to conduct descriptive and comparative analyses and to interpret trends
and other statistical results. Ability to develop appropriate data
visualizations, to learn and use business intelligence softwares, and to assist
the development of technical documents. Ability to establish work priorities
and timelines. Results-oriented and possesses good communication and
interpersonal skills. Ability to act with tact, diplomacy, discretion, and
respect for confidentiality. Ability to work harmoniously as a member of a
team, adapt to diverse educational and cultural backgrounds, and maintain a
high standard of personal conduct.
Experience:
Five years experience in
data processing, database management and application of statistical methods.
Experience in statistical analysis and technical writing an asset.
Languages:
Excellent knowledge of
spoken and written English.
