OBJECTIVES OF THE PROGRAMME :
In the context of development and implementation, monitoring and evaluation of disease specific data based programmes, to conduct and develop epidemiological studies/modelling and data based systems, to develop/strengthen the EPI information systems and to manage daily operations.
Description of duties:
1. Develop appropriate epidemiological studies/data based systems/modelling for EPI programmes with specific focus on disease eradication and elimination; assist in development of sustainable disease surveillance systems and provide epidemiological interpretation and analysis of data.

2. Provide strategic direction, and coordination of the collection, analysis and distribution at Regional (or sub-Regional) level, country level and district-level immunization-related data, as reported by Member States

a. conduct EPI epidemiological analysis/studies/research in support of overall EPI project goals;

b. set up and maintain a data reporting and analysis system at Regional (or sub-Regional) level, for surveillance and monitoring data related to immunization programmes (including district-level, where applicable)

(i) analyse data and provide feed-back on coverage and monitoring performance to countries on a regular (minimum quarterly) basis;
(ii) provide technical assistance to countries related to data collection, reporting data analysis, and feedback; assist with the standardization and use of immunization-related indicators;
(iii) ensure that countries have appropriate materials and methods to monitor effectively and efficiently; in particular, maintain a library of district-level maps and promote their use at the appropriate level for planning and monitoring;
(iv) coordinate with WHO HQ and UNICEF HQ and Regional Offices on data-sharing using standard data exchange formats (DEF), as specified by the appropriate level;

c. improve the quality of data collection

(i) coordinate regional workshops and trainings on data quality;
(ii) support Data Quality Self-assessment (DQS) implementation and follow-up;
(iii) follow-up on Data Quality Audit (DQA) recommendations with the aim of improving reporting systems;

d. improve integration between Health Management Information System (HMIS) and EPI data collection systems wherever possible

(i) provide technical assistance to countries that are seeking closer integration of their data for immunization services with their HMIS;

e. review of Global Alliance for Vaccine and Immunization (GAVI) applications and progress reports and provide support to countries to improve the quality of these reports in preparation of submission to the GAVI secretariat;

3. Provide services and collaboration in data management, analysis and dissemination in support of the EPI programme in WPR countries/areas:

a. collaborate on the organization and development of various disease specific studies/information systems which support planning and management needs of EPI in accordance with WPRO information technology standards;

b. develop appropriate procedures for routine generation of EPI data needed for monitoring EPI activities and initiate procedures to utilize ad hoc sample surveys to obtain data when needed;

4. Provide technical support in the coordination of timely response to vaccine preventable disease outbreaks via the utilization of specific disease data and epidemiological pattern.

5. In conjunction with Information Technology Group (ITG), participate in all aspects of the preparation of data collection systems and analysis, including planning and designing data base systems, drafting narrative, obtaining data, selecting materials, designing tabular and graphical formats, etc., such as for the common framework for monitoring/evaluating strategies.

6. Collaborate with other units in WHO/WPRO and with WHO Representatives/Country Liaison Officers on programme and project development and management with particular reference to design and data analysis of special studies and surveys that may be undertaken.

7. Perform other duties as may be assigned by the RA/EPI, specifically in regard to the preparation of technical/epidemiological reports for Division of Combating Communicable Diseases (DCC).
REQUIRED QUALIFICATIONS
Education:
Postgraduate degree in epidemiology or health related field. Medical degree, computer science and statistics courses would be an asset
Skills:
Knowledge of epidemiology modelling and practical applications to disease control. Ability to manage information systems, and to assess, plan, develop and implement disease specific/data-based programmes. Knowledge of epidemiology of communicable diseases. Ability to work harmoniously as a member of a team, adapt to diverse cultural and educational backgrounds and maintain high standards of personal conduct. Knowledge of epidemiology modelling and practical applications to disease control. Ability to manage information systems, and to assess, plan, develop and implement disease specific/data-based programmes. Knowledge of epidemiology of communicable diseases. Ability to work harmoniously as a member of a team, adapt to diverse cultural and educational backgrounds and maintain high standards of personal conduct. Experience supervising professional staff desirable.

Experience:
7 - 10 years' experience in administration of public health programmes. Considerable practical experience in the development of information system related to EPI or communicable diseases, computer based data base system, especially in the field of statistics and health information. Working experience in developing countries highly desirable.
Languages:
Excellent knowledge of spoken and written English. Working knowledge of French an advantage.

Annual salary: (Net of tax)
USD 67 611 at single rate
USD 72 605 with primary dependants     Post Adjustment: 59.1 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
