We seek qualified candidates for M&E Specialist for the Mobile Solutions
Technical Assistance and Research Program (mSTAR).
Job Description:
The Technical Officer III, M & E Specialist will play a lead role in
the design and implementation of a comprehensive monitoring and evaluation plan
for the mSTAR program. He/she shall also help develop key indicators related to
mobile money, mobile access, and mobile data that are relevant to capturing
USAID’s global work in these sectors. The M&E Specialist will also play a
lead role in the transition to a web-based M&E and data visualization
system.
Major Duties/Responsibilities:

Reviews drafts, edits, and
finalizes USAID Mobile Solutions and mSTAR program performance monitoring plans
(PMPs).
·
Conducts analysis of Standard
Foreign Assistance “F” Indicators, Global Development Lab indicators, Mobile
Solutions and other USAID indicators to propose a path forward on performance
monitoring for USAID Mobile Solutions projects.
·
Oversee and guide transition of
existing data to be transitioned to a web-based management information system
and database, including coordinating with external partners and FHI 360 staff
to compile data, convert data to the developer-based templates, and serve as primary
liaison with the developer to manage the process.

Frequent/daily communication with
USAID to collaborate on indicator development and progress with data migration
to web-based system.
·
Contribute to progress reports
for the funder and other program deliverables as required.
Qualifications:
·
Bachelor’s degree or its
international equivalent in social science, international development or a
related field with minimum eight (8) years relevant experience. Master’s degree
preferred.
·
Must have at least 2 years of
experience in managing data intensive programs and designing monitoring and
evaluation (M&E) activities for donor-funded programs, including hands-on
practical experience setting up and managing M&E systems.

Must possess technical
familiarity with evaluation methods and standards under the USAID Evaluation
Policy.
·
Demonstrated familiarity with and
understanding of developing and monitoring both output and outcome indicators.
·
Computer proficiency in word
processing, databases, spreadsheets.
·
Excellent interpersonal skills
and demonstrated ability to collaborate and lead decision-making within a team.
·
Excellent report writing,
analytical and communication skills, including oral presentation skills.
·
Excellent oral and written
communication skills in English.
