The U.S. Embassy in Lusaka is seeking an
individual for the position of President’s Malaria Initiative (PMI) Advisor in
the USAID/Zambia’s Population Health and Nutrition Office.
BASIC FUNCTION OF POSITION
The incumbent shall provide leadership,
guidance and overall direction on the development and execution of the PMI
program in collaboration with the PMI Resident Advisor from the Centers for
Disease Control and Prevention (CDC).
Provides professional leadership in malaria
that is vital to the achievement of USAID/Z’s goal of improving the health
status of Zambians. This involves the design, management and evaluation of PMI
interventions that are critical elements in the overall development plans and
of crucial importance to Zambia’s political and public health leaders. The
Resident Advisor is also responsible for conceptualizing country program health
activities and developing appropriate results expected, milestones and action
plans to effectively implement those activities related to malaria and shall
exercise independent judgment in planning and carrying out tasks, will
represent the USG in technical and policy forums, and will take initiative in
resolving problems and conflicts.

QUALIFICATIONS REQUIRED
All applicants must address each selection criterion
detailed below with specific and comprehensive information supporting each
item.
1. A degree in social science or public health and/or a
medical degree with experience implementing public health programs is required.
2. At least five (5) years of progressively responsible
experience in designing, implementing and managing malaria and/or other health
programs in developing countries is required.
3. English Level (IV) Fluent both written and spoken is
required.
4. Demonstrated technical knowledge of current theory and
practice of at least one of the following areas related to malaria is required:
(1) Malaria case management (2) Integrated Vector Management (3) Malaria in
pregnancy.
5. Strong working knowledge of USAID operations, rules,
regulations, procedures and priorities is required.
6. Excellent computer skills in Windows, MS Outlook, word
processing, and spreadsheet software, full functionality in using the internet
to solve problems and research information, such as USG and USAID regulatory
guidance, best practices and latest trends relating to malaria and public
health is required.
SELECTION PROCESS
When fully qualified, U.S. Citizen Eligible Family
Members (USEFMs) and U.S. Veterans are given preference. Therefore, it is
essential that the candidate specifically address the required qualifications

ADDITIONAL SELECTION CRITERIA
1. Management will consider nepotism/conflict of
interest, budget, and residency status in determining successful candidacy.
2. Current employees serving a probationary period are
not eligible to apply.
3. Current Ordinarily Resident employees with an Overall

A
MOH is under COM authority and may include a parent, unmarried partner, other
relative or adult child who falls outside the Department’s current legal and
statutory definition of family member. A MOH does not have to be a U.S.
Citizen.
4. Not
Ordinarily Resident (NOR) – An individual who:
Is
not a citizen of the host country; and,
Does
not ordinarily reside (OR, see below) in the host country; and,
Is
not subject to host country employment and tax laws; and,
Has

employees are compensated under a GS or FS salary schedule, not under the LCP.
