Information - Job-specific
In 2012, UNOPS was requested by the Maldives Government to
support on its efforts towards the centralization of the health sector public
procurement and supply chain,building on the required capacities within the
government to ensure an effective transfer of responsibilities in approximately
two years.
UNOPS in close collaboration and partnership with the World
Health Organization(WHO), is responsible to build the required capacities
within the government to ensure the effective centralization of the national
public health procurement and supply chain management, as well as for the
actual transactional procurement of pharmaceuticals and medical equipment
during a time frame of originally two years. For this purpose UNOPS is
responsible for the quality financial management, timely procurement of
supplies and service delivery as well as efficient implementation activities
for the Maldives
national Health Public procurement and supply chain. From April 2013 UNOPS will
have to complete all the groundwork to start-up the procurement operations so
that there is minimal lag between the legal agreement signature and full
commencement of operations. UNOPS is seeking a highly qualified and motivated
individual to act as the Contract and Asset Management Analyst to implement and
handover the activities as per this Terms of Reference.
Functional
Responsibilities
Under the guidance and supervision of the Administrative
Officer, the Contract and Asset Management Analyst will perform the following
functions;
Contract Management:
- Prepare Grant and Agreements,and other documents required for project implementation in cooperation with UNOPS regional legal specialists as needed.
- Develop and implement systems for internal control that would ensure compliance with contractual terms and conditions, in collaboration with the Programme and Operations teams.
- Monitor and Analyze contract performance against agreed benchmarks and through agreed reporting mechanism. Advise senior management on any potential issues and recommend remedial actions or solutions.
- Negotiate, within the terms and conditions of the contract, solutions to conflicts/problems arising in case of poor performance or non-compliance with legal/contractual obligations.
- Frequently convene meetings with contracted parties and UNOPS programme staff to allow ample opportunity for the identification and early resolution of potential disputes.
- Engage and involve government counterparts as appropriate, to facilitate contract management as well as to contribute to the capacity building plan.
- Assist in international bidding processes.
Assets Management:
- Update, with the support of the Central Procurement Management Team (CPM) at the Ministry of Health the Asset Monitoring sheet with the new acquisitions on monthly basis.
- Ensure that all assets are tagged and accounted for in accordance with UNOPS’ policies and instructions.
- Conduct regular field monitoring visits to ensure that assets are well identified and correctly maintained.
- Collect the reports of the different Storage& Distribution Points and prepare and edit quarterly reports.
- Advise the supervisor on any broken, damaged, stolen, destroyed assets; Ensure that all lost, damage, sold, stolen, transferred, or other items are properly recorded; Ensure that in case of loss or damage assets, correct procedures have been fulfilled to obtain the reimbursement of the item where applicable.
- Ensure the scheduled(annual) physical count of assets on different locations, projects and sites is undertaken and inventory reports are prepared accordingly.
- Submit annual Inventory Asset Reports.
- Archive the documents related to the Asset Management including: Procurement, receipt,movement, loan, transfer, inventory, and disposal of assets in UNOPS formats.
- Work closely with the Procurement and Logistic Unit.
- Ensure compliance with UNOPS Financial regulations and rules, Organizational Directives (ODs) and Administrative Instructions (AIs).

Education/Experience/Language requirementsEducation:
Master’s degree in
Business Administration, Law,Finance, Accounting or related with 2 years experience.
Bachelors Degree
in Business Administration, Law,Finance, Accounting or related with 4 years
experience.
Diploma in related
fields (Business Administration, Law, Finance, Accounting) combined with
extensive experience with 6 years experience.
Experience:
Mastery of
Microsoft Office, in particular Excel and PowerPoint is required.
Previous
experience in Asset and/or Contract management (or related) is highly
desirable.
Language:
Fluency in oral
and written English and Dhivehi required. Knowledge of a second UN language an
asset.
CertificationsProfessional certification in Asset and/or
