Purpose of the Position Under the supervision of the
Regional Chief of M&E: To provide guidance and assistance to LAC country
offices to ensure they have useful, valid and reliable data and analysis on the
situation of children's and women's rights and the performance of
UNICEF-supported programmes including their relevance, efficiency,
effectiveness, and sustainability, and in emergency contexts, their coverage,
coordination and coherence. To assist in the establishment of monitoring tools
and enhance partnerships with centres of excellence (innovation centres, child
rights observatories, statistics offices etc.), other UN agencies, multilateral
organizations, donors, LAC governments and other key players to collectively
track progress on MDG/post MDG agenda and other international commitment for children.
To assist in the development of national capacities in LAC countries for
monitoring, with special attention to the interests, concern and participation
of governments and civil society. To provide overall leadership and managerial
guidance to senior colleagues and senior teams by promoting and monitoring the
adoption of new concepts and programme innovation (as well as the elimination
of outdated ideas and modalities) and their expression in work plans, CPDs,
Country Programme Management Plans and the Integrated Monitoring and Evaluation
Plans (IMEPs). To assist integration of monitoring and evaluation of
implementation of new concepts and programme modalities in Regional and Country
Office IIMEPs. To coordinate with partners at HQ, regional and country levels
and provide managerial and technical advice and support to the Organization in
the development of programme policy and strategy to address priority issues in
the area of innovation for children. In collaboration with local and regional
partners, to provide support and oversight both for specific technical
projects, sectoral activities, and for participation in the country programming
process. In collaboration with local and regional partners, provide assistance
with monitoring oversight for specific innovations, including information on
the implications of scaling up activities. Key Expected Results 1. Situation
Monitoring Ensure that LAC Country Offices and their national partners have
timely and accurate measurement of change in conditions in the country,
including monitoring of socio-economic trends and the country's wider policy,
economic or institutional context, to facilitate planning and to draw
conclusions about the impact of programmes or policies. Duties & Tasks: In
coordination with other stakeholders, support and guide the collection of
Millennium Development Goal (MDG) and post-MDG and other key social development
indicators (through MICS or other surveys) to improve national planning.
Support Country Offices and their partners in the establishment and management
of national statistical databases (e.g. DevInfo, as well as innovative systems
for generating real-time data), ensuring that key indicators are readily
accessible by key stakeholders. Potential uses include the Situation Analysis,
Common Country Assessment, Early Warning Monitoring Systems, and Mid-Term
Reviews. Support Country Offices to develop a collectively Situation Monitoring
and Assessment system owned by all key partners which support the preparation
of country level statistical and analytic reports on the status of children's
and women's rights issues; and which allow, when opportunities emerge, to
influence developmental and social policies. To include technical support to
global reporting obligations including national reports on progress toward the
MDG/post-MDG agenda, and toward CRC and CEDAW fulfilment. Monitors reporting on
impact of innovative pilot/programs to ensure that they reflect the best
interest of children. In humanitarian response situations, provide professional
support to Country Offices for one or more rapid assessments (inter-agency or
independently if necessary) to be carried out within the first 48-72 hours,
working in close collaboration with the humanitarian clusters partners. 2.
Programme Performance Monitoring Ensure that the Regional Office has quality
information to assess progress towards expected results established in annual
work plans and support Country Offices in developing and using similar
indicators. Duties & Tasks: In close coordination with Regional and Country
Office colleagues, ensure that a set of appropriate programme performance
indicators is identified and adjusted as necessary to monitor progress, in the
context of the regional multi-year and annual IMEPs, the Annual Management Plan
and Annual Work Plans. Provide technical support to senior management to ensure
that key annual programme indicators are tracked and analyzed, and provide
support regularly to the Country and Regional Office Management Teams to help
ensure strategic and evidence based decisions. Support the achievement of
programme and project goals by effective and efficient planning, management,
coordination, monitoring and evaluation of innovation activities and pilot
projects, across the organization. Provide technical advice so that management
reports, including relevant sections of the annual reports, are prepared
drawing on monitoring and analysis of key management indicators. 3. Capacity
Building Ensure that the monitoring capacities of Country Offices and their national
partners – government and civil society – and the capacities to identify,
introduce, monitor and take to scale innovations for children are strengthened,
enabling them to increasingly engage in and lead monitoring and innovation
processes. Duties & Tasks: Promote the awareness and understanding of the
shared responsibility of the monitoring function, the role of innovation and
the theory of change among all staff members through communication, training,
learning and development activities. Under the guidance of the Regional Chief,
M&E and in close collaboration with partners, including centres of
excellence, ensure that a monitoring capacity building strategy for UNICEF/ UN
staff national partners and institutions exists in all Country Offices in the
context of the IMEP, or UNDAF M&E plans, with a special focus on covering
new developments. Coordinates with Country Representatives, the Regional Chief,
M&E, the Regional Chief, Programme and Planning and the Regional Director
and Deputy Regional Director to build the necessary capacity in the Regional
Office and country offices for innovative programme, advocacy and communication
partnerships. Collaborate to implement capacity building strategies as a joint
commitment with other developmental partners. Utilize a range of appropriate
skills building strategies including self-learning, seminars and workshops and
practical experience in order that UNICEF, UN staff and partners have the basic
knowledge and skills in understanding and applying new Monitoring policies,
tools, methods and Innovations to fulfil their responsibilities. Similarly,
design and implement strategies suited to the skills needs of national
partners. Actively seek partnerships with knowledge institutions and centres of
excellence for the identification of capacity gaps and development of
strategies to address them. Leads the development and oversees the
implementation of a regional Innovation strategy. Connects with
cross-organizational focus groups of to ensure that an overarching four-year
work plan aligned with the MTSP and Annual Work Plans (AWPs) for the RO is in
line with Country Offices plans Works closely with the Regional Chief, M&E
and the Regional Chief, Programme and Planning and other regional advisers to
ensure that innovations for children that are working are able to be scaled
both inside and external to TACRO 4. Coordination and Networking Ensure that
the UNICEF office is effectively linked to wider UNICEF M&E developments in
a way that both contributes to and benefits from organizational learning on
effective M&E management. Duties & Tasks: Collaborate with the Regional
Chief M&E, Regional Chief, Programme and Planning and other advisers,
Country Offices and HQ for overall coordination of priority monitoring and
innovation activities, especially those of regional scope requiring the
coordinated effort of multiple countries. Support the Regional Chief M&E,
Regional Chief, Programme and Planning to ensure that current and accurate data
and results are included in regional reports, multi-country studies, and
knowledge sharing networks. Undertake lessons-learned reviews on successful and
unsuccessful practices and experience in the region, and ensure they are shared
as appropriate. Similarly, pay attention to relevant knowledge networks to
identify innovations and lessons learned that may be relevant for the Country
Offices and partners to improve their Policy, Programmatic, Operational, and
Monitoring and Evaluation interventions. Coordinate closely with Country
Representatives and HQ divisional leadership to ensure that innovation is
accessible and effective as a strategy for solving problems, recognizing that
while some innovations have an immediate effect, others can provide solutions
that will become valuable in a 3-5 year horizon. Ensure that Innovation
enhances programme work, policy dialogue, planning and strengthens monitoring
and evaluation. Create and strengthen networks inside and outside of the UN
that recognize UNICEF as a convener of innovative approaches and partners, and
create the networks necessary to prototype, test, and scale up successful
innovation. Link UNICEF at regional and country level with networks of
entrepreneurs and innovators and create mechanisms for their participation in
pilot projects implementing new ways to produce results for children. 5.
Promoting Innovation Duties & Tasks: Innovations for children identified
from literature or media sources, including sources outside the LAC region, are
identified and disseminated to provoke debate and inform programme decision
making and implementation prioritization. Pathways of innovation are monitored
and documented for learning purposes. The rapidly changing environment in which
children develop and learn is monitored, with special attention to the development
of communications through social networks and digital citizenship issues.
Innovative public sector and UN agency responses are identified and
disseminated within UNICEF, including the use of digital media in schools.
Promote participatory monitoring and decision making through the use of new
technologies. Ensure that pilot projects are well documented and monitored and
produce sufficient information to enable rigorous evaluation in enough detail
to assess feasibility and cost implications of scaling up. Qualifications of
Successful Candidate Advanced university degree in social sciences, business
administration, statistics, planning, or development planning. Ten years of
relevant professional work experience in programme development and dealing with
monitoring and innovation. Developing country work experience Management
experience working with universities and other, non-traditional knowledge
centres. Private sector experience an asset Fluency in English and working
knowledge of Spanish. Knowledge of other languages an asset Competencies of
